Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea CenterDetachment, Norfolk, VA requires the following: Item 0001: an information retrieval system that offers to six (6) simultaneous users an entire range of military and commercial documentation, logistics and parts database services, and vendor catalogs via on-line capabilities with a Windows application on the World wide Web using a standard browser. The system is to provide access to active military documents, such as military and federal specifications, standards, and intra-document links for data integrity. Item 0002: to meet the needs of Gold disk developers (one user at a time), a semiconductor component database is required to provide on-line selection and information on military and commercial documentation for semiconductors, passives, connectors, transistors, and electromechanical components. For both items, (0001 & 0002), the speed with which information can be accessed, the ease with which it can be used, and the ability to expeditiously cross reference information between sources is vital. Additional detailed requirements will be provided with the solicitation. The award evaluation factors will be technical capability, past performance, and price. The award decision will be on a Best Value basis. The Government also reserves the right to perform a hands-on evaluation of the proposed system, if necessary, to determine which product/service offers the best technical value to the Navy.
