Description
The General Services Administration (GSA) announces its intent to issue a Request for Qualifications (RFQ) for a negotiated professional services contract to perform Program Management/Construction Management (PM/CM) for a proposed Annex to the Elbert P. Tuttle U.S. Courthouse located in downtown Atlanta, Georgia. PM/CM services will include design phase services (excluding actual design), procurement phase services, construction phase services, building commissioning services, and associated miscellaneous services. The project is being delivered using the Design-Build "Bridging" methodology. The project scope consists of renovating two historic buildings in the Fairlie Poplar Historic District located directly behind and to the west of the existing Tuttle Courthouse, the construction of a new addition located in an adjacent parking lot, and a tunnel connecting the proposed Annex with the existing Courthouse. The proposed Annex will contain approximately 120,000 gross square feet of space and will house administrative functions of the 11th Circuit Court of Appeals in Atlanta. The estimated construction cost for the proposed Annex is $25 million. The contract will be a firm, fixed price type contract including all basic services and an allowance for certain "reimbursable" expenses. All services will be performed in accordance with GSA authorized and approved standards. GSA will utilize Brooks Act procedures in accordance with FAR 36 for the selection of the most highly qualified PM/CM team with which to negotiate. This negotiated solicitation is open to both small and large business firms. The prime contractor selected (if not a small business concern) shall be required to present an acceptable small business, veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business Subcontracting Plan in accordance with Public Law 95-507 as part of its proposal. Consideration is open to established, qualified firms licensed to perform professional services (FAR22.1102) which currently have active, properly staffed offices within the continental United States. The RFQ will be issued electronically on or about January 15, 2006 on the Internet at http://www.fedbizopps.gov. Submittals will be due 30 calendar days after RFQ issuance. All qualified, responsible firms are encouraged to participate in this procurement. Small business, veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small businesses are encouraged to participate as prime contractors or as sub-contractors to large business primes.
