- The U.S. Army Corps of Engineers New York District intends to issue an Invitation For Bid (IFB) for the award of a firm-fixed contract for restoring portions of Elders Point. Elders Point (East and West) is a marsh island within Jamaica Bay. Jamaic a Bay is situated within the Boroughs of Brooklyn and Queens, New York City, is about 8 miles long, 4 miles wide, covers 26 square miles and opens into the Atlantic Ocean via Rockaway Inlet. Over the past century, the Bays fragile ecosystem has been degr aded through human encroachment and increased urbanization. Combined Sewer Outfall (CSO) discharges have also exacerbated these effects. To restore portions of the ecosystem within Jamaica Bay, this project was designed. This project aims at restoring por tions of Elders Point. These measures include beach fill and select fill and re-vegetation with grasslands (e.g., Spartina alternaflora), create and/or restore additional estuarine, wetland and upland habitats, and improve circulation and flushing. This p roject includes the restoration of 29 acres of low marsh and enhancement of 11 acres of existing low marsh at Elders Point East. This plan uses approximately 205,000 CY of sand in combination with geotextile/coconut fiber logs to contain the material and provide a buffer for wave energy. At Elders Point West there will be 12 acres of low marsh and enhancement of 8 acres of existing low marsh. Elders Point West will require 100,000 CY of sand in combination with geotextile/coconut fiber logs to contain t he material. The estimated price range for this project is between $10,000,000.00 and $15,000,000.00. The selected contractor must complete the work no later than 270 calendar days from the receipt of the Notice to Proceed. This project is being solicited as an UNRESTRICTED procurement. The applicable NAICS Code is 237990 with a small business size standard of $12,000,000. The media selected for the issuance of solicitations and amendments shall solely be at the discretion of the Government; accordingly, t he media utilized for this project are the Internet and CD-ROM. Paper copies of this solicitation, and amendments, if any, will not be available or issued. Project specification files and drawings are portable document files (PDF) and can be viewed, navigated, or printed using Adobe Acrobat Reader. Minimum system requirements are Pentium-based personal computer, Microsoft Windows 95 or greater, and 32 MB application RAM. A registration page is attached to the web site, and prospective bidders are required to register to receive notice of any amendments and or addenda that may be issued to the solicitation. Utilization of t he internet is the preferred method, however CDs will be available upon written request stating the solicitation number, or project name, complete company name and street address (we will not deliver to P.O. Boxes), telephone and facsimile number (includin g area codes). Make check or money order payable in the amount of $10.00 to USACE, NY. Solicitation documents for this construction effort will be available on or about 20 January 2006. The Bid opening date will be on or about 22 February 2006 at 2:00 P.M. Registration Requirements: DFARS 252.204-7004 Required Central Contractor Registration (CCR) applies to this procurement. Prospective contractors must be registered in the Department of Defense CCR database prior to award. Lack of registration in the CCR database will make an offeror ineligible for award.
