Description
The Social Security Administration (SSA) intends to issue a solicitation to procure services to provide SSA with the capability to obtain quick-turnaround, short-term research and evaluation studies, projects, and analyses of immediate importance to the Commissioner of SSA and to other senior policy officials within the Agency. Short-term is to be defined as having duration of typically no longer than 2 years. The contractors will provide expert services associated with Old-Age Survivors & Disability Insurance (OASDI), Supplemental Security Income (SSI), and related programs. These services will include performing tasks involving, but not necessarily limited to, short-term policy research studies, and evaluation assessments related to the mission of SSA. These policy research studies and evaluation assessments will assist the Office of Research, Evaluation and Statistics (ORES) in providing SSA with the necessary expertise to produce high quality, credible, independent, and objective assessments of policy options facing the Agency. The work to be performed will focus on broad trends in the economy and society affecting the programs administered by SSA, and of programmatic needs and responses to the challenges facing the Agency. SSA anticipates awarding a multiple award indefinite delivery/indefinite quantity contract (IDIQ) with provisions for Firm-Fixed-Price, Cost-Reimbursement, and Time-And-Material type task orders. SSA estimates that up to six contracts will be awarded, with a performance period of five years. The acquisition will be conducted using Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The North American Industry Classification System (NAICS) code for this requirement is 541990 with a size standard of $6 million. Offerors must be registered in the Central Contractor Registration (CCR) database prior to award of any contract. This is an unrestricted requirement and proposals from all responsible sources will be considered by the Agency. A solicitation is scheduled for release on or about January 20, 2006 with responses due 45 calendar days after date of issuance unless otherwise extended. The solicitation and any amendments and/or related documents will be available to interested parties through electronic media via the Governmentwide point of entry (GPE) located at http://www.fedbizopps.gov. Requests for hard copies will not be honored. Potential offerors shall be responsible for monitoring the GPE internet site for release of the solicitation, amendments (if any), and responses to any questions submitted in accordance with the solicitation provision. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. All questions must be submitted in writing via e-mail to john.t.andrews@ssa.gov. No phone calls will be accepted. The ?Interested Vendors Module (IVL)? in FedBizOpps will/has been enabled for this solicitation. Vendors are encouraged to register their interest in this solicitation. The use of IVL will: 1) provide your contact information to the contract specialist; and 2) enable the contract specialist to publish a listing of the interested vendors through FedBizOpps to facilitate vendor collaboration for subcontracting opportunities. No other listing of interested vendors will be created or be available for release.
