Description
The National Institutes of Health (NIH) is conducting a market survey to determine the availability and potential technical capability of small businesses to supply technical expertise, necessary services, qualified personnel, materials, equipment and facilities to develop, maintain, operate, and provide timely upgrades of a web based system as an independent source of information (a Clearinghouse) about neuroimaging informatics tools and resources with respect to usage, interoperability, features, quality of documentation and support, and user satisfaction. The contractor for this program will solicit access to tools and resources, as well as information about them, and will disseminate them through the web. The contractor for this program will also provide opportunities for public comment on the tools and resources to facilitate their improvement, as well as to facilitate their characterization, validation and comparison with other tools and resources. The contractor, through the operation of the web system and other means of communication and dissemination, shall develop effective approaches to actively promote widespread use of the Clearinghouse and the neuroimaging informatics tools and resources made available through the Clearinghouse, promote continuing dialogues among user and developer communities for improving neuroimaging informatics tools and resources and their adoption by the broader research community. The contractor for this program will design, develop, and launch the web based Clearinghouse in the initial project phase (6 month to one year); maintain and operate the web based Clearinghouse for the duration of the contract period; and develop and implement an efficient project management process that ensures high-quality contract performance. The total period of performance is anticipated to be five years. The intended procurement will be classified under North American Industry Classification System (NAICS) code 541511, Custom Computer Programming Services, with a size standard of $23.0M. Specifically, the contract involves performance of the following tasks: 1) design, develop, and implement a web based Clearinghouse of neuroimaging informatics tools and resources; 2) develop appropriate user interfaces for the Clearinghouse; 3) formulate and implement website content development strategies; 4) provide effective solutions to information management and exchange through the Clearinghouse; 5) provide initial website operation support and website users training; 6) develop and implement a process to provide timely upgrade of the Clearinghouse web systems both in content and in system hardware; 7) maintain user friendly user interfaces with the Clearinghouse website including coordination of user interactions and monitoring and tracking of Clearinghouse website usage; 8) operate and support community forums for the neuroimaging informatics tools and resources for the user/developer communities; 9) solicit, compile, manage, disseminate, and promote adoption of community-based, generally accepted vocabularies and ontology for neuroimaging informatics tools and resources; 10) provide effective management of neuroimaging informatics tools and resources hosted by the Clearinghouse; 11) assist in solicitation and evaluation of supplemental projects to modify, document, and otherwise make more usable neuroimaging informatics tools and resources; 12) develop project management process; 13) develop project staffing solutions; 13) develop system and data security measures; 14) develop project performance measurements and evaluation criteria; 15) develop project report formats and support on time production and delivery of project progress reports. This is not a request for proposals (RFP) and the Government is not committed to award a contract pursuant to this announcement. Small business concerns that believe they possess the capabilities necessary to perform the specified requirements should submit complete documentation of their capabilities to the Contracting Officer at the noted address. The capabilities statement submitted in response to this synopsis shall include 1) the total number of employees, 2) the professional qualifications of scientists and technical personnel in accordance with the above outline requirements, 3) a description of general and specific facilities and equipment available, including computer equipment and software, 4) a description of general familiarity with major existing neuroimaging informatics tools and resources and related research and development activities, and 5) an outline of previous relevant experience in management of neuroimaging informatics tools and resources. The information provided must establish that the firm has been approved as a small business by the SBA under NAICS code 541511. The capability statement should also address whether or not the firm currently holds a General Services Administration (GSA) schedule contract. Firms should provide three (3) copies of their capability statement to the address noted below within fifteen (15) days from the date of this notice.
