Description
The Federal Railroad Administration (FRA) intends to award a procurement on a sole source basis to the University of Denver to perform Tasks 2 and 3, for continued actigraph studies, which are a follow-on to studies previously performed by the University of Denver. Task 2 supplements actigraph technology with PVT (Psychomotor Vigilance Test), thereby enhancing cognitive reasoning training, and Task 3 addresses the development of methodology for evaluating the effectiveness of mitigation measures enacted in response to recommendations derived from performance feedback actigraphs. The University of Denver is the only source of expertise combining both familiarization with actigraph technology and the operational requirements of the Union Pacific Railroad whom the University has worked with in gathering fatigue-related data. The applicable authority for this announced intention is that under 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source. This task is not a competitive Request for Proposal (RFP) and a competitive RFP is not available.
