Description
The Fleet & Industrial Supply Center (FISC) Norfolk is seeking information on sources that can provide technical and analytical support to Commander, Operational Test and Evaluation Force (COMOPTEVFOR) in the definition, conduct and analysis of structured operational and integrated test and evaluation (OT&E) of US Navy systems. This support will be required in one or more of the following forms: Documentation Review, Test Planning Support, Test Analysis and Reporting, Test Operations Support, Modeling and Simulation Support, and Program Management Support. COMOPTEVFOR is a second-echelon command reporting directly to the Chief of Naval Operations, and is the Navy?s sole independent Operational Test and Evaluation (OT&E) agency. The mission of the command is to conduct test and evaluation of new or improved naval systems against the projected threat in as realistic an environment as possible, using fleet operators and maintainers, to determine effectiveness and suitability. For the purposes of Small Businesses, the NAICS Code is 541690, Other Scientific and Technical Consulting Services, and the Size Standard is $6.5M. Your response shall include the following information and can be submitted in your own format: Size of company, i.e., large, 8(a), WOSB, SB, Veteran, all others, number of employees, revenue for the past 3 years, relevant past performance on same/similar work dating back 5 years and your company's capability to perform the type of work. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition as specified in the Draft Performance Work Statement (PWS). Also, please indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor. A draft PWS, draft Attachment 1 to the PWS, and draft Section B are posted in this notice for your reference. In addition, answers to questions submitted under the ?Special Notice? issued for N00189-05-R-0026 are posted in this notice for your reference.
