Description
The Office of Personnel Management (OPM) intends to award a sole source blanket purchase agreement with multiple calls to Caldwell and Bodenheimer, for expert consulting services for OPM?s Insurance Policy Group and to provide expert management support services related to the Federal Employees Health Benefits (FEHB) program. This action is in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. OPM is seeking a consultant who can provide assistance with the development of policies, procedures, regulations and application of the Cost Accounting Standards to FEHB Program contracts. The Office of Personnel Management will direct the contractor to perform any of the following tasks: 1) Participate in OPM staff meetings to serve as a technical expert on accounting practices and procedures. 2) Participate in site visits to selected FEHB carriers to review their accounting systems and procedures. 3) Review and analyze existing and draft regulations related to carriers' accounting practices and procedures. 4) Advise OPM on technical matters related to carriers' accounting practices and procedures. 5) Draft technical guidance and issue papers for OPM's review. 6) Plus other similar related tasks as determined by the Contracting Officer.      This requirement will be done as a blanket purchase agreement with multiple calls. The period of performance will be from date of award plus one year with four one year option periods.. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT FROM ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 13.106-1. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all interested parties who believe they can meet this requirement are invited to submit in writing via mail, facsimile, or e-mail no later than January 25, 2006, complete information, including pricing information, describing their ability to provide these services. OPM will not pay for this information. OPM will not issue a solicitation and will not honor requests for a solicitation. OPM will not award a blanket purchase agreement on the basis of offers received in response to this notice. A determination by OPM not to open this requirement to competition based on responses to this notice is solely at the discretion of the OPM. All interested parties must submit detailed capabilities to the Contracting Office Address identified above or the e-mail address identified below under Point of Contact, Attention: Denise Haizlip-Harrod, dhharrod@opm.gov, by Wednesday, January 25, 2006, at 1:00 PM EDT. If responses are not received by that date and time, OPM will award to Caldwell and Bodenheimer without further notice.
