- SCOPE OF WORK CONDUCT JOINT MEDICAL FACILITIES ORIENTATION COURSE Covering NFPA Codes and JCAHO Environment of Care At Sheppard AFB, Texas In support of the Air Force Health Facilities Division 14 Dec 05 1. Scope of Work. The contractor will provide four each 40 hour blocks of instruction. Each block of instruction will consist of five days of 8 hours each. Each block of instruction will include four days (32 hours) to cover the National Fire Protection Association (NFPA) Codes 101(Life Safety Code [LSC]), and NFPA Code 99 (Healthcare Facilities). Each block will also include one day (8 hours) to cover the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) Environment of Care (EOC). 2. Course of Instruction. The course of instruction will include practical exercises to enforce the principles of the NFPA codes, the JCAHO Statement of Conditions (SOC) document and the JCAHO EOC standards being presented. A. Minimum topics in NFPA 101 to be covered are: 1.) Fundamental requirements contained in Chapters 1-7 (Base Chapters). 2.) Requirements for new and existing Ambulatory Health Care Occupancies contained in chapters 20 – 21. 3.) Requirements for new and existing Healthcare Occupancies contained in chapters 18-19. 4.) Requirements for new and existing Business Occupancies contained in chapters 38 and 39. 5.) Review of the JCAHO SOC Process. 6.) Review of JCAHO SOC document Parts I-IV. B. Minimum topics in NFPA 99 to be covered are: 1.) All chapters will be covered, however, emphasis will be placed on specific chapters. Attention shall be paid to carefully covering the different Code requirements between Healthcare and Ambulatory Healthcare Occupancies. 2.) Chapters 1,2,3 (Administration and Definitions). 3.) Chapter 4, (Electrical Systems). 4.) Chapter 5 (Gas and Vacuum Systems). 5.) Chapter 8 (Electrical Systems). 6.) Chapter 9 (Gas Equipment). 7.) Chapter 13 (Hospital Requirements). C. Minimum topics in JCAHO EOC Training to be covered are: 1.) An overarching review of the JCAHO facility accreditation Process. 2.) JCAHO’s Shared Visions – New Pathways approach for conducting surveys. 3.) JCAHO’s Perspective Performance Review (PPR) process. 4.) Review of the requirements to comply with the JCAHO EOC program to include a review of a) Safety, b) Security, c), Hazardous Materials, d) Emergency Management, e) Fire Safety, f) Medical Equipment, g) Utilities Management, h) The Appropriate Environment, and i) Measuring and Improving Activities 5.) Other relevant JCAHO standards as they may impact the facilities EOC program. D. Healthcare Facility Tour The Course Director will arrange for the Contractor to conduct a tour of the Sheppard AFB Healthcare facility in order to assist students with illustrating and applying concepts learned in the class to a real facility. Each session begins with an introductory welcome to the students by the Facility Manager of the Sheppard AFB MTF. At the conclusion of this session any building/facility/or NFPA LSC discrepancies that the instructor or students notice are given to the Facility Manager for corrective action. 3. Supervision. While on-site the Contractor will be under the day to day supervision of the Course Director assigned by 382 TRS for this course. However, input into course content, and direction for changes to course content, etc. will come from the Chief, Facilities Management, USAF Health Facilities Division (AFMSA/SGSF) located at Brooks City-Base TX in consultation with the Army and Navy course representatives. 4. Course Location. Instruction will be provided as a part of the Joint DoD Medical Facilities Management Basic Orientation Course held at Sheppard Air Force Base, Wichita Falls, Texas. The location may be changed at the government’s discretion, but the contractor will be given a minimum of 45 days notice prior to any change. 5. Government Furnished Space and Equipment. The government will provide classroom training space and visual aid projection equipment (LCD projectors and screen) for use by the contractor. The government will attempt to make a computer available for the contractor to use to present their material, however, the contractor should prepared to bring their own laptop computer to make presentations. 6. Length of Contract/Course Dates. The contract will include a Base year and four (4) option years. The Base Year will be Calendar year 2006 and will consist of only 3 blocks of instruction starting in April 2006. A standard option year will include 4 blocks of instruction. Classes will be held on or about the following dates: A.) 30 Jan to 3 Feb B.) 24 Apr to 28 Apr C.) 24 Jul to 28 Jul D.) 18 Sep to 22 Sep The dates for the period of instruction may be changed at the Government’s discretion, but the contractor will be given a minimum of 45 days notice prior to any change. 7.) Course Participants. The course will be delivered to up to 24 participants during each contract delivery. Participants are for the most part senior Non-Commissioned Officers, Commissioned Officers, or GS 7-and above U.S. Government Civilians. 8.) Travel/Lodging/Per Diem. The contractor is responsible for all transportation, travel, lodging, and per diem costs for its instructor while at Sheppard AFB TX. 9.) Student Materials to be provided by the Contractor. A.) The Contractor will provide each student a copy of a contractor-prepared training handbook based upon the 2000 edition of NFPA 101, the 2002 edition of NFPA 99, the most recent edition of the JCAHO’s SOC document, and the current editions of JCAHO’s EOC standards from their CAMH and CAMAC. The student handbook will provide an area/margin large enough to allow for note taking. The handbook will also include charts, graphs and tables necessary to clarify the major principles of both the JCAHO SOC document, and JCAHO EOC standards for Healthcare and Ambulatory Healthcare accreditation programs. B.) The government will receive electronic copies of presentations in an agreed format so that the government can compile the information taught by the Contractor into an end of course student take-home CD that the government will develop for the student to use back at their home station. C.) Upon completion of the course, the Contractor will provide each student with an appropriate certificate attesting to their completion of the NFPA 99, 101, and JCAHO EOC training. 10.) Course References. The Contractor will use the 2000 edition of NFPA Code 101, Life Safety Code (LSC), the 1999/2002 edition of NFPA Code 99, Health Care Facilities, the current version of JCAHO’s Statement of Conditions (SOC), and the current editions of JCAHO’s EOC standards for Ambulatory and Healthcare Accreditation programs which are found in JCAHO’s Comprehensive Accreditation Manual for Hospitals (CAMH) and the Comprehensive Accreditation Manual for Ambulatory Care (CAMAC). Emphasis will be placed on teaching the relevant NFPA and JCAHO material from the Ambulatory Healthcare facility perspective, however, bedded healthcare facilities will also be covered and not ignored. Note: The JCAHO accredits all DoD healthcare facilities. Currently the JCAHO references the 2000 edition of NFPA 101 and the 1999/2002 editions of NFPA 1999. The government expects the contractor to teach the subjects using these editions of the NFPA codes. However, should the JCAHO adopt a more recent edition of the NFPA codes, then at the government’s discretion, the contractor would be asked by the government to revise their teaching syllabus to reflect the updated codes. The government would give the contractor 45 days written notice of its intent to ask the contractor to revise their teaching syllabus. 11.) Quality Assurance. At the end of each period of instruction students will be asked by the Course Director to prepare a written critique of the training provided. Critique comments will be passed to the contractor by the Course Director for the purposes of performance improvement. The contractor may, at their own choosing, wish to have the students fill out an additional contractor supplied critique for the purpose of internal quality assurance/performance improvement purposes. 12.) Contractor Selection Criteria. The Contractor will be selected by the government not less than 30 days prior to the commencement of the initial training delivery in order to allow adequate time for preparation of presentation materials and student handouts and to discuss details with the Course Director. The contractor will be selected on the basis of: a. Best Value to the Government b. Contractor Qualifications and Experience in teaching this subject matter. c. Quality of Technical Materials provided. 13.) Technical Review. Prospective contractors will submit in conjunction with their bid price an advance copy of the student handbook and electronic information to be incorporated into the student (CD)as part of contract delivery.
