- The U.S. EPA, National Homeland Security Research Laboratory (NHSRC)/ Threat and Consequence Assessment Division (TCAD) intends to negotiate on a sole source basis with John Hopkins University Applied Physics Laboratory (JHU APL), under the authority of FAR Part 6.302-1, to modify the syndromic surveillance program, Electronic Surveillance System for the Early Notification of Community-Based Epidemics (ESSENCE). The Contractor shall modify source code for ESSENCE and create an additional module that will integrate water quality parameters and water utility customer complaints. The module will be used by local jurisdictions to improve detection of waterborne disease outbreaks or intentional/accidental contamination incidents. The contractor shall: (1) Analyze historical data from participating water utilities to determine if the data demonstrate a correlation between water quality parameters/operating conditions and public health surveillance indicators; (2) Determine what algorithms best utilize the correlating data, and if the algorithms can be validated with artificial data; (3) Recommend alert levels for the water utility and for the local public health epidemiologists for each proposed algorithm; (4) Develop data transfer protocols for real-time water quality data; (5) Develop a user screen within the ESSENCE program for use by the local water utility public health epidemiologist(s) that visually portrays the results of integrating water quality data with public health data; (6) Develop a ?Users Guide? for water utility account holders; (7) Develop a training class for water utility and public health representatives on the proposed new user screens and the protocols for entering water quality data into ESSENCE; (8) Conduct a 30-day beta test of real-time data transfer and user screen interpretation; and (9) Refine water utility and public health user screens within the ESSENCE program and the real-time water quality data entry protocols as needed based on beta test evaluation. This notice is not a request for proposals. EPA source research indicates that JHU APL is uniquely qualified to meet this requirement based on the fact that it developed ESSENCE and only JHU APL personnel have access to ESSENCE?s source code and algorithms. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of complying with the statement of work. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. A determination not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. This acquisition is being processed under FAR Part 15, Contracting by Negotiation. The applicable NAICS code is 541551. The anticipated award date is 4/15/06. See Numbered Note 26.
