- This is a Request For Information (RFI) issued solely for information-gathering and planning purposes. It does not constitute a Request For Proposal (RFP). The U.S. Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) Division is seeking to determine if any Computer Aided Dispatch (CAD) vendors are capable of providing a CAD and Records Management System (RMS) system to support Federal Protective Service (FPS) Programs. Responses to this RFI will not affect a potential offeror's ability to respond to any RFP that may or may not follow. Please ensure that any sensitive or protected information is marked as such. Responses to this RFI are solicited to identify Commercial of the Shelf (COTS) products and services and to determine the commercial market pricing structure for these products and services. BACKGROUND FPS currently performs dispatch and incident management manually. FPS has identified the need to acquire new technologies to support its law enforcement programs by procuring a new, COTS CAD System that will provide dispatch personnel an automated incident and officer management system, provide police communications, and be able to integrate with a Records Management System (RMS) to support its mission requirements. SCOPE The goal of FPS is to develop a comprehensive, convenient, secure, and easily accessible automated system through which law enforcement personnel can: Quickly and easily dispatch personnel to the scene of an incident through mobile technology Manage, track and prioritize patrol activity for 12,000 officers and contract guards working in multiple time zones Provide real-time incident reporting Maintain case records through RMS Interface with government, local and state systems The system solution should build on the current functionality of industry standard commercial off-the-shelf (COTS) Geographic Information Systems (GIS) software and include a comprehensive application customization, implementation, training, maintenance, and support. GENERAL REQUIREMENTS The CAD System should meet the following general requirements: Provide call receipt and dispatch capabilities Provide an open, flexible architecture with the ability to add-on modules as requirements change and funding is available. Provide a graphical user interface. Provide a mobile client, which utilizes the same desktop. Be commercially available to the public and proven in operation for at least one customer site that has 400 or more personnel on duty at one time in the system. Be commercially available to the public and proven in operation for at least one site performing live data transfer from the primary dispatch center to a backup dispatch center for use in the event of primary site failure. Be commercially available to the public and proven in operation for at least one site routing alarm signals from external customers directly into the CAD program. (i.e. monitoring digital and internet commercial alarm systems) The CAD system must except and understand digital alarm receiver protocol. Provide an interface to other databases (i.e., Motor Vehicle Administration (MVA), National Criminal Information Center (NCIC), local and state) Police and Fire dispatch capabilities. Provide online emergency, routing, hazard and pre-arrival information. Integrate with an RMS. Meet Federal Uniform Crime Reporting (UCR) requirements. Interface with the E-911 system. Provide a GIS-based mapping system. Interface with Telecommunications Device for the Deaf (TDD) and Text Telephone (TTY). Provide 24/7/365 operations. Interface with Automatic Vehicle Locator (AVL) devices. Provide an integrated imaging system. Provide reporting capabilities. Provide property tracking with chain-of-custody reports Maintain Data Synchronization of entered and updated records continuously in the CAD KEY CONSIDERATIONS Solution Requirements: Solution must be scaleable, portable, and interoperable. Federal Enterprise Architecture: Solutions must be implemented in a manner consistent with the Performance, Business, Technical, Service and Data Reference models outlined in the Federal Enterprise Architecture (FEA), which may be viewed at http://www.whitehouse.gov/omb/egov/a-1-fea.html Non-exclusivity: The solution must preserve benefits of competition. Interfaces: The solution must interface with and leverage e-government initiatives and program support systems, where applicable. Section 508 Requirements: All electronic and information technology procured must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists. 36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.acessboard.gov/sec508/508standards.htm. All deliverables will be Section 508 compliant. Security: The solution must comply with the government-wide security requirement defined in NIST 800-53, effective date April, 2004, which will replace FIPS 199, and which may be viewed at http://csrc.nist.gov/publications/nistpubs/. Privacy Act: Work on this project may require personnel to have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations. Law Enforcement Information Technology Standards Council (LEITSC): The solution should consider compliance with the LEITSC Standard Functional Specifications for Law Enforcement Computer Aided Dispatch (CAD) Systems Version 1, which may be viewed at http://www.leitsc.org/Cad.htm.The system shall provide logical access control that performs to the most current version of DHS Management Directive (MD4300.1), Information Technology Systems Security. RFI RESPONSE The following information should be provided in response to this RFI: 1. Name and Address of the responding Organization 2. Provide a Rough Order of Magnitude (ROM) charge you would estimate for the purchase of each phase of your solution based on your company's analysis of the general requirements. This may be in the form of specific pricing from applicable GSA FSS schedules, or commercial pricing if your company offers products / solutions that may meet particular program specific needs.
