Amendment 1 Shoal Drilling RFP No. 06-CC-1034 Pre-Proposal Site Visit-Questions and Answers Date: Wednesday, January 4, 2006 Time: 12:00 noon through 2:30 p.m. Meeting Place: Harmon Junction, Fallon, Nevada Conducted by: Mia Shelton, Authorized Procurement Representative, SNJV Tim Echelard, Offsites Task Manager, Technical Representative, SNJV Attendees: Jason Lamb, Lang Exploratory Drilling James Bruneio, Layne Christensen Company Robert N. Shrum, Layne Christensen Company Larry Larsen, Telesto Nevada, LLC Synopsis: The above attendees met at Harmon Junction and the Authorized Procurement Representative (APR) explained that all questions pertaining to the RFP would be required in writing and directed to the APR who in turn would direct the technical questions to the Technical Representative (TR). The attendees then drove individually to the Cross M Ranch which houses the pump station and water storage for the Shoal Drilling Site. The TR stated that SNJV would provide the water which is available from the Cross M Ranch. The TR stated that SNJV estimated that 15,000 to 30,000 gallons of water will be required per day and in some cases up to 100,000 gallons per day. The TR stated that the successful subcontractor will be required to transport the water from the Cross M Ranch to the Shoal Drilling site. A physical inspection of the Shoal Drilling site, which contains the three well pads, was performed. The TR provided an overview of the Statement of Work, Integrated Safety Management System (ISMS), the seven guiding principles of ISMS and the role of the successful subcontractor management team and expectations of project personnel. Work control issues were discussed by the TR and the roles and responsibilities of the TR representing SNJV. It was further emphasized and clearly stated that the successful subcontractor would take technical direction from the SNJV TR representative. It was further explained that Desert Research Institute (DRI) would be at the jobsite to serve in an advisory capacity only and any technical direction would come from SNJV technical. A short discussion by the TR on the geology of the area occurred which entailed a reiteration of the Statement of Work. After approximately two and one half hours all parties departed the site. Listed below are the questions the attendees submitted: Question: What is Fallon?s closest lodging for the drilling crew? Answer: There are several lodging facilities located in Fallon, NV. Answer: No, SNJV is responsible for the pump and water tanks at the Cross M ranch site. Question: Can the wells be anywhere on the pad? Answer: No, wells will be drilled in the locations specified in the SOW, precise well coordinates will be provided on site by SNJV. Question: Do all the mud and cuttings stay in the pit? Answer: Yes, all drilling fluids and cuttings will remain in the assigned pits. Question: Is there another form of communication other than cellular numbers or satellite service in case of an accident? Answer: No other communications will be available on site. A Navy radar station is located approximately 1.5 miles northeast of the site that has land communications in the event of an emergency. Cell and satellite phones do work on the site. Question: 4 x 8 Colorado Silica is no longer available. Is using 6 x 9 okay to use for this project? Answer: Other materials may be substituted based on availability with the prior approval of the SNJV onsite supervisor. Question: Will the schedule be 24/7? Answer: The drilling schedule is to be 24 hours per day 7 days per week. Question: How far down is the fiber optic cable running through the pad? Answer: Depth ranges from 2 - 4 feet and will be marked. Question: Is there FAR/Dear Flow down clauses that apply to the approved drilling contractor? Answer: Yes, the flows down clauses are contained in the Request for Proposal (RFP). Question: Is there a sample of the subcontract? Answer: Yes, a sample is attached. Question: Is dust control required for the Shoal drilling project? Answer: Dust control is required for the actual drilling operation. Question: Will Stoller-Navarro Joint Venture (SNJV) run the water supply well? Answer: Yes, it is SNJV?s responsibility to provide water at the Cross M Ranch location. Question: How thick is the sheeting that goes under the rigs? Is it 40 mil as stated in the Statement of Work? Answer: The correct size of the liner should be ?a minimum of 6 mil?. An Amendment will be issued to correct the Statement of Work. Question: Can Development fluids and cuttings be placed in the dug pits? Answer: Yes. Question: Will SNJV place fencing around the pits? Answer: Yes, SNJV will place construction fencing around the open pits. Question: Can two rigs be used for completion of the drilling project? Answer: Yes, as long as they are fully staffed. Question: Will Stoller-Navarro Joint Venture (SNJV) provide Health & Safety Training? Answer: SNJV will participate in tail gate safety briefings which will be conducted prior to each shift as well as providing Integrated Safety Management System (ISMS) briefings. No other Health and Safety training will be provided. Question: What accommodations are there for restrooms? Answer: SNJV plans on providing one middle executive restroom trailer (the men?s side has two stalls, two sinks and three urinals. The women?s side has four stalls and two sinks). This unit is self-contained and once a week maintenance service will be provided by SNJV. The amenities include linoleum floor, paneled walls, 220-baseboard heat, A/C, fluorescent tube lights and windows with blinds. Question: Will the Shoal drilling project provide any type of on-site security for the equipment being used? Answer: No, site operations are to be conducted on a 24-hour a day basis with staffing from both the drilling subcontractor and SNJV present at all times. Question: How many office trailers will be on the Shoal drilling site? Answer: SNJV plans on renting one Mobile Field Office Trailer-Open Bay Security 8 x 40 and one Mobile Field Storage and Office Combination Trailer, 8 x 40. The drilling subcontractor is responsible for providing their respective office space. Question: If living quarters are provided for a tool pusher on site, would it be a problem for living quarters to be set up a short distance down the road from the site? Answer: There is adequate space approximately 300 feet above the drilling site to locate living quarters for a tool pusher. Contractor shall provide a signed acknowledgement in their proposal response

Address: The PSA is located in Churchill County, Nevada, approximately 39 miles southeast of Fallon. Access to the site is via State Highway 50 traveling east from the town of Fallon approximately 35 miles to the junction of State Route 839.
