Description
RFQ NO: DJMS-06-ISD-Q-0001 PRICING SCHEDULE: The cost for individual guard services shall be payable at the applicable rates specified below. Payment for actual hours worked will be based on a completed USMS-7 certified by the Contracting Officer?s Representative (COTR). Overtime (in excess of 40 hours per week) pay is not authorized under this contract. Quantity Unit Unit Price Total Amount Base Year 2/6/06-9/30/06 0001: Guard Hours est. 1500 HR $_______ $_______ EVALUATION: The Government intends to award purchase orders to individuals whose quotes conform to the solicitation, are technically acceptable, and demonstrate the best value terms of price, past performance and technical qualifications. For those reasons, the Government reserves the right to award to other than lowest priced quotes. Evaluation criteria are as follows: (1) Price: Quotes will be evaluated for price reasonableness. Price reasonableness is a comparison of the proposed price with prices proposed by other quoters, the Government?s estimate and current market prices. (2) Past Performance and Experience: The quoter is required to complete the attached USM Form 234. Evaluation of Past performance will be based on employer (current and former) references. Evaluation of experience will be based on length of past experience and applicability to the duties in the attached SOW. (3) Technical Qualifications: To be technically acceptable, the quoter must demonstrate prior law enforcement experience and training by statements made on the attached USM Form 234 and the Technical Qualifications attachment. The quoter must not be prohibited under federal law or otherwise statutorily barred from possessing a firearm. STATEMENT OF WORK (SOW) FOR INDIVIDUAL GUARD SERVICES FOR UNITED STATES MARSHALS SEVICE HEADQUARTERS A. OBJECTIVE The objective of this agreement is to provide armed security protective services for the United States Marshals Service (USMS) headquarters, Investigative Services Division (ISD), and Prisoner Operations Division, to ensure the security and safety of its employees and the protection of government property and information. B. SCOPE OF WORK The contractor shall provide security protective services for the U.S. Marshals Service headquarters facilities. Security protective services shall encompass but not be limited to the following: 1. Visitor Control: Verbally screening visitors for the purpose of the visit and point of contact information and obtaining confirmation of that information from USMS points of contact in order to ensure that the visitor has a legitimate purpose for entry into U.S. Marshals Service office space. 2. Weapons Screening: Conduct screening of all visitors using electronic screening equipment and conduct screening searches of visitors? belongings, briefcases, handbags, packages and deliveries using electronic screening equipment where available as well as visual and hand inspection procedures as necessary to ensure that weapons or explosive devices are not introduced into the protected area. 3. Visitor Pass Issue: Issue temporary identification passes to visitors, employees, and USMS contractors and ensure that all persons (employees, contractors & visitors) entering USMS office space visibly display, in accordance with Executive Services Division Program Directive Number 4, Headquarters Access Control and Physical Security Policy, the building pass which is issued to them. 4. Visitor Escort: Ensure that each visitor is escorted by a USMS employee into and while within USMS office space. 5. Facility Security Patrol: Conduct roving patrols of USMS facilities according to various predetermined and random schedules and routes as directed. 6. Monitoring Security Surveillance Equipment: Monitor and operate closed-circuit surveillance cameras, video switching and recording equipment, and intrusion detection/duress alarm system. 7. Driver/Executive Protection: Provide protective services and drive designated USMS executives to and from functions relative to USMS operations. 8. Other security protective services as may be necessitated by operational circumstances. 9. Law and Order: In the performance of the security protective duties and responsibilities listed above, the contract Security Protective Officer will use the authority conveyed by the special deputization as a Special Deputy U.S. Marshal to apprehend and detain, pending arrest by local law enforcement authority, any person attempting to gain unauthorized access to USMS space or government property and to take whatever action is necessary to stop and detain any persons attempting to commit any acts that imperil the safety and security of USMS employees, USMS contractors, USMS visitors, government property, and the general public. 10. Delivery of official documents including classified materials and obtaining appropriate security clearance and briefing. 11. Drive official vehicles to service centers for repairs and cleaning. 12. Answer telephones when required to cover shortage of full-time staff. 13. Verify that all safes are secured at the end of the evening shift. C. SPECIFIC REQUIREMENTS 1. The contractor shall provide the above security protective services in accordance with applicable General Orders, Special Post Orders, and Special Instructions for the USMS Headquarters facility. 2. The contractor will be notified by the Assistant Director, ISD, or his designee of any special instructions as a result of security alerts or advisories which may be enacted due to a threat situation. 3. The contractor will provide these services from Monday through Friday except for federal holidays unless security requirements dictate the need for federal holiday security operations or security operations on Saturdays and Sundays. The duty hours will vary in starting and ending times but will be in shifts not to exceed 8? hours each, the duration of which includes a 30 minute unpaid meal break and occasional short breaks for personal relief as needed 4. The contractor shall utilize a sign in/sign out procedure ? Log of Work Hours ? for verification of work hours. This log will be utilized by the COTR to verify hours worked 5. In the event the contractor will be out of the office for reasons related to vacation or illness, you are required to notify the COTR by telephone (202-307-9575) and advise that you will not be reporting for duty and the expected duration of your absence. Attempts will be made to rearrange the schedule of office coverage. 6. The services as a Security Protective Officer shall be limited to the shift starting at 6:30 a.m. and ending not later than 8:00 p. m. The contractor shall report for duty at the post assignment in uniform and with all necessary issued equipment by the time the shift begins. 7. The contractor cannot work longer than one fourteen (14) hour shift within a twenty-four (24) hour period without first having a break of eight (8) hours before being reassigned. 8. The contractor will be required to initially demonstrate proficiency with the government-issued firearm on an annual basis thereafter by completing the USMS Handgun Qualification Course of Fire for Court and Special Security Officers with a minimum score of 175 out of a possible 250. The Contracting Officer, will coordinate with USMS Office of Security weapons qualification for contractors. 9. The contractor will be required to report for duty wearing the attire previously provided. 10. The USMS will furnish the following personal issue equipment for use by the contract Security Protective Officer when on duty: A. (1) Handgun B. (1) Handgun holster C. (12) rounds of ammunition D. (1) Ammunition pouch or speed loader E. (1) Hand-held radio, battery, and belt-type carrying case F. (1) Handcuffs G. (1) Handcuff case 11. PRE-AWARD CONTRACT REQUIREMENTS 1. The contractor shall submit such personal history documentation as is required by the USMS and successfully pass a background investigation of a scope required by the Chief, Office of Security. 2. The contractor shall be as physically fit as is necessary to be able to perform routine activities such as but not limited to conducting patrols of USMS facilities involving walking up and down stairwells in a high-rise office building when elevator service is not available, running up or down one to two flights of stairs in the course of providing a rapid response to developing emergency situations, and subduing violent or potentially violent individuals. The contractor must be willing to undergo and pass any required law enforcement scope medical examination at USMS expense. 3. The contractor shall be capable of being specially deputized as a Special Deputy U.S. Marshal and being armed with a government-issued firearm. E. PAYMENT FOR GUARD SERVICES 1. The contractor shall submit a completed form USM-7 (Bi-Weekly Time Report) which shall be provided to the COTR. Upon completion, the form will be reviewed and verified against the log book. After review, the form will be approved and forwarded to the T&A clerk. Guard payments are processed every two weeks during regular employee pay processing. 2. The contractor will be paid at the agreed upon rate for all work performed. The government will not pay overtime rates under this contract. All earnings are subject to income tax and social security deductions. The contractor shall provide a completed form W-4 bearing his/her social security number and number of exemptions prior to employment. 3. The Marshals Service is required to report all earnings to the appropriate state and federal agencies in accordance with established rules and regulations. F. USE OF DEADLY FORCE POLICY 1. The Marshals Service policy statement on the use of deadly force applies to contract guards while employed by the Service. 2. Contract Security Protective Officers are authorized to carry and use government-owned firearms only during the contract period and only after being appointed a Special Deputy U.S. Marshal and having satisfactorily completed the USMS approved firearms qualification course. Personally-owned firearms may not be carried, used, or brought into USMS facilities by the contractor. G. CONTRACTOR CERTIFICATION This section is to be completed and signed by the contract guard. The original of this document is to be placed in the guard?s individual file in the Office of Security, along with a completed copy of form USM-234, Application for Individual Services Contract. If the applicant is a law enforcement officer on active duty status, he/she may certify in writing below, and the USMS may waive the requirement for completion of the guard employee history of the guard application. Performing an LBI consists of completing the following: - USMS-234 Form (Personal Qualifications Statement) - SF-85P (Questionnaire for Public Trust Positions) - SF-85PS (Supplemental Questionnaire for Selected Positions) - DOJ-555 (Disclosure and Authorization Pertaining to Consumer Reports) - Performing an NCIC/NLETS/Credit Check - Acquiring a military discharge certificate (if applicable) - Medical Certification (fit for duty) or a physical - Submitting two (2) FD-258s (Applicant Fingerprint Cards) (The contractor shall contact the COTR and request a copy of the required forms) Completed LBIs must be submitted to the COTR within thirty (30) days of the employee?s assignment to this contract. The USMS will the LBI on each employee to verify their suitability. During the life of the contract, Contractor shall report to the COTR or his designee significant incidents. Significant incidents include, but are not limited to arrests, convictions, adverse civil judgments, and administrative disciplinary actions. Based on information provided, the USMS will make a determination as to whether an employee may continue to work on this contract.
