Description

The Southern Arizona VA Health Care System intends to negotiate on a sole source basis with Nellcor Puritan Bennett, Inc., a firm fixed price contract for a Sleep Diagnostic system. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will NOT be issued. In accordance with Federal Acquisition Regulation, Paragraph 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 5 days after date of public action of the synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-06. The associated NAICS code is 423450. The Government contemplates delivery by February 3, 2006, FOB destination. The provision at 52.212-1 applies to this acquisition. There are no evaluation criteria as this procurement is being conducted as a sole source with the Nellcor Puritan Bennett Inc. Only one source is able to meet the following requirements: 40 Channel digital amplifier technology capability (32 AC channels and 8 DC channels) Integrated pulse-oximetry in the digital amplifier Digital video with compression capability of 8 hours video-audio on CD (i.e. less than 700 Mega bytes) Night-vue digital software snapshot that allows a picture taken every 30 seconds of the patient that can be played over a short period of time to determine how well the patient slept. (Instead of watching 8 hours worth of video over 8 hours!) Digital screen and audible alert feature that announces abnormalities in the digital channels. CD software that would allow visual review and scoring of files on any computer. [No loading of software required] All proposals received by 3:30 PM AZ Time, January 18, 2006 may be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquires will only be accepted in writing. Delivery terms shall be FOB Destination to Southern Arizona VA Health Care System, 3601 South 6th Avenue, Tucson, AZ 85723. The Contractor shall input their Representations and Certifications?Commercial Items (FAR 52.212-3 JUL 2005) with their offer at http://orca.bpn.gov/.
