- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Corps of Engineers, Walla Walla District, Contracting Division, 201 North Third Avenue, Walla Walla, Washington, 99362-1876 has a competitive requirement, for all labor, material, equipment, for service and repair of marine diesel engines for fish barges located at Lower Granite Dam on the lower Snake River in Southeastern Washington. See specifications below. If not registered, please visit www.ccr.gov TECHNICAL SPECIFICATIONS W912EF-06-Q-0033 FISH BARGES ENGINE SERVICE AND REPAIR 1.0 SCOPE The Contractor shall be required to provide parts and labor needed to perform general tune-up maintenance and engine overhaul work as needed to the Caterpillar diesel engines on Fish Barges 8105 and 8106 owned and operated by the Walla Walla District Corps of Engineers at Lower Granite Dam. By 9 March 2006, the Contractor shall perform routine maintenance on seven Caterpillar engines at Lower Granite Dam. The contractor shall also perform one complete Caterpillar engine overhaul and load test at his facility by 23 March 2006. The contractor may also be required to perform services throughout the year anywhere on the Snake or Columbia River as situations arise during the barging season (April-Aug). 2.0 EXISTING ENGINES The Corps currently owns nine Caterpillar type 3116, 120hp, turbo-charged engines. Eight are in use on two barges (four per barge 8105 and 8106) and the ninth is a spare. The spare is currently in need of a complete overhaul. Of the eight engines curren tly in use, one is in new condition and seven require tune-ups. 3.0 GENERAL REPAIR HOURLY LABOR RATE 3.1 GENERAL The contractor shall provide a certified diesel mechanic to perform general engine repair and tune-up services needed to keep the engines running in an efficient and reliable manner. The tune-up work shall include, but not be limited to, basic engine work such as replacing and re-synchronizing the injectors, replacing coppers, setting fuel rack limit, adjusting valves, and inspecting/replacing turbochargers as needed. Other general repairs which may be required include replacing starters, radiators, or ad justing valves. This hourly rate shall be a fully burdened rate to include profits, overheads, and travel time to and from the machine. 3.2 LOCATION All tune-ups shall be preformed with the engines installed on the barge. The original seven tune-ups shall be performed with the barges at the barge moorage dock at Lower Granite Dam. The contractor may also be called upon to perform general engine servi cing with the barge docked at other locations on the Snake or Columbia rivers if situations arise during barging season (April-Aug). 3.3 WARRANTY All general repair parts and labor shall be covered by a 1 year or 500 hour (which ever comes first) warranty. Contractor travel time and mileage shall also be included in this warranty. (See Bid Item 01) 4.0 OVERHAUL HOURLY LABOR RATE 4.1 GENERAL AND LOAD TEST The contractor shall provide a certified diesel mechanic to recondition or overhaul the engine. This service includes breaking the engine down and repairing or replacing major components. This hourly rate sh all be a fully burdened rate to include profits and overheads. Upon completion of an engine overhaul, the contractor shall test the engine under load at his facility. The contractor shall notify the Government a minimum of 1 week prior to the load test to schedule for a government representative to witness the test. The overhauled engine will not be accepted until the engine performs and any deficiencies are corrected. 4.2 LOCATION AND ENGINE TRANSPORTATION All overhaul work shall be preformed at the contractors shop. The Government shall be responsible to remove the engines from the barge and transport to/from any contractor shop within a 150 mile radius of Lower Granite Dam. The contractor shall be respon sible to provide a vehicle and driver if their shop is beyond 150 miles from Lower Granite. The contractor shall be responsible to provide forklift or crane services to load/unload the engine at their facility. 4.3 WARRANTY All over and above repair parts and labor shall be covered by a minimum warranty as specified, below: The warranty begins upon acceptance of the item by the Government. 1. Engine: 12 months/1500 hours, whichever comes first. 2. Turbo-chargers, alternators, starters, generators, water pumps: 6 months. (See Bid Item 02) 5.0 MATERIALS HANDLING MARK UP Materials Markup shall be a cost plus specified percentage for any items needed to perform the General Repair or Over And Above services described above. This percentage will be applied to any equipment components purchased, hotel charges, environmental s urcharges, shop supplies, and other miscellaneous expenses. (See Bid Item 03) 6.0 REFURBISHED ENGINES The Contractor may elect to simply replace the existing engine and all components with a refurbished engine and all components of comparable type and size. The type and size of the proposed refurbished engines and all components will be approved by the Go vernment for acceptance prior to delivery. The refurbished engine and all components shall be covered by a minimum warranty for all parts and labor as indicated, below. The warranty begins upon acceptance of the item by the Government. 1. Engine: 12 months/1500 hours, whichever comes first. 2. Turbo-chargers, alternators, starters, generators, water pumps: 6 months. (509) 843-1493 x270 The fax number is (509) 843-3339. 8.0 SUBMITTALS Items listed below shall be submitted to the Contracting Officer for approval prior to award. Prior to contract award - Documentation verifying the contractors qualifications as a certified diesel mechanic, preferably Caterpillar certification. 9.0 WORK AND DELIVERY SCHEDULE The contractor shall coordinate his work schedule with the Project POC a minimum of 1 week prior to commencing any work. The contractors on site operations shall be limited to normal business hours of Monday-Thursday 6:30-5:00 excluding holidays. All work must be accomplished by the dates given in Section 1 Scope, or by the following, which ever comes first: All General Repair work shall be completed within 3 weeks after date of award. All Over and Above work shall be completed within 5 weeks after date of award. 10.0 PRE-WORK MEETING Upon arrival of the contractor on site, and prior to any work activities, the Contractor shall arrange a pre-work meeting with the POC.
