- NASA/GSFC has a requirement for a Senior Stress Analysis to support for the Global Precipitation Measurement (GPM) spacecraft duties which include the following: 1. Provide structure stress analysis to the GPM spacecraft which includes: a. Composite and metallic Lower Bus Structure (LBS) b. Propulsion module c. Composite truss Upper Bus Structure (UBS) d. Honeycomb panel avionics structure e. Instrument to spacecraft mounting hardware 2. Interface with civil servant lead structural analyst and mechanical design team. 3. Provide requirements definition support 4. Mentor junior-level civil service and contractor team members. 5. Manage the spacecraft stress Finite Element Model (FEM) by: a. Incorporating design changes b. Incorporating mass updates c. Incorporating instrument, deployable and subsystem FEMs as they come available d. Providing FEM to vendors and subsystems as needed for lower-level stress analysis NASA/GSFC intends to procure the services from Aerostress, Inc., Bethesda, Maryland. Aerostress has expertise in space flight projects and is well known for their engineering skills. The company has the experience needed to provide mentoring services to junior level employees. Aerostress has worked on various projects as a Senior Stress Analysis for NASA and has the ability to transition very quickly which is critical to the project. The Authority is 10 U.S.C. 2304(c) (1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. This procurement will be processed using Simplified Acquisition Procedures as set forth in FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 26, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All contractual and technical questions must be submitted in writing via e-mail to Jonnelle Goff no later than January 18, 2006. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
