Description
This Pre-Solicitation Notice supercedes Solicitation FA7014-06-R-0011 posted on January 12, 2006. This notice is a Combined Synopsis/Solicitation. This announcement constitutes the only solicitation; proposals are being requested at this time IAW the attached document number FA7014-06-R-0011. This solicitation is issued as a request for proposal (RFP) and will result in a Firm Fixed Price contract (with not-to-exceed cost reimbursable CLINs). The Office of Secretary of Defense, in coordination with CENTCOM, MNF-I and USACAPOC, has a requirement for 200 Western oriented professionals of Iraqi background who can communicate in both English and Iraqi-dialect Arabic or Kurdish and who are committed to a democratic Iraq to act as subject matter advisors to Civil Affairs units of the MNF-I on reconstruction and democratization projects in Iraq. A Bilingual-Bicultural Advisor, Subject Matter Expert (BBA-SME) must have language skills but is not a ?linguist?; each must have a subject matter expertise of specific value to MNF-I/Civil Military Operations (CMO). Each is a fully vetted, degreed professional able to provide professional service, advice, and assistance in their area of subject matter expertise to US and Coalition organizations supporting Operation Iraqi Freedom. While the program specifically is a Department of Defense initiative, BBA-SMEs may work in locations and on tasks properly requested and coordinated and deemed appropriate by the Multi-National Force-Iraq (MNF-I), U.S. Central Command, and Office of the Under Secretary of Defense (OUSD). This acquisition is being competed as a result of a Government Accountability Office recommendation. The required services are currently being performed notwithstanding the protests under contract FA7012-05-C-0020. That contract will be terminated upon award of this contract. The Period of Performance for this acquisition is from the date of award (anticipated as March 19, 2006) through July 19, 2006, with no option periods. The Air Force does not intend a follow-on contract.
