Description
Indefinite Delivery/Indefinite Quantity for Environmental Studies, Investigations, and Non-construction Remedial Work in Support of United States Forces, Japan. The Contractor will furnish the services set forth in the Statement of Work at locations throughout Japan, including Okinawa. The Government intends to award up to three Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) under Full and Open Competition (Unrestricted), with a total combined capacity of the possible three contracts combined, not to exceed $15 million award contracts over a three-year period (one year base period and two one-year option periods). There is no limitation to the size of Task Orders (firm fixed-type) issued other than the max imum contract value, but early exercise of option period may be utilized if the Not to Exceed amount reached prior to the end of the period. The various environmental-type services will be conducted under environmental regulatory requirements of applicabl e Department of Defense (DoD), Federal (United States), and host nation (Japanese) government/local laws and regulations. The type of work to be accomplished may include, but is not limited to: site investigations and assessments; sampling, testing, moni toring, analyses and surveys; scientific and technical investigations and studies; technical management plans; planning studies and documentation; American Petroleum Institute (API) tank and pipeline integrity testing; remedial investigations and feasibili ty studies; mitigation/abatement/remedial plans; technical research and literature searches; briefings and seminars; environmental trainings; Geographical Information System (GIS) deliverables; remedial action, including but not limited to; asbestos and le ad-paint abatement, monitoring wells installation, clean up, labeling and packaging of hazardous/toxic wastes, pipeline and tank repair, Petroleum, oil, and lubricants (POL) leak detection systems repair/replacement, backflow prevention devices repair/repl acement, Underground Storage Tank (UST)/Aboveground Storage Tank (AST) removal and replacement, emergency response, removal of unsafe debris; and other environmental improvement, including but not limited to; cutting trees, habitat and wildlife protection. A Request for Proposal (RFP) solicitation is scheduled to be available on or about 6 February 2006 and hardcopy proposals (original) must be received on 23 March 2006, 1400 hours (2 p.m. Japan Standard Time). Potential contractors must be registered wit h the Central Contractor Registration (CCR) database. The RFP solicitation will be provided on Compact Disk-Read Only Memory (CD-ROM) or e-mail if possible. SUBMISSION REQUIREMENTS: The proposed procurement is unrestricted.
