- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division, intends to purchase two commercial powered paragliders from Buckeye Aviation, Inc., 16095 Linden Rd, Argos, Indiana 46501. Item No. 1, Qty 2, Desc. 103 Legal Eagle. 1. Overview This requirement is for two (2) commercial powered paragliders (PPGs) capable of flying for 8 hours at the maximum continuous cruise speed. These PPGs will be used in the rapid development of an unmanned air vehicle by the Skunkworks Hands On Project (SHOP) V mission team. Each! unit shall be delivered complete with all components required for flight along with engineering drawings with the modifications identified that may be required to allow a commercially available PPG to meet the Functional Requirements. 2. Functional Requirement Delivery of both PPGs is required by 08 February 2006. The Contractor shall provide a drawing package and parts list for all components as well as complete Owner/Operation/Maintenance Manuals for the units to include: airframe, engine, and wing. The units shall be transportable in a standard full-size pickup truck bed (4 feet x 8 feet) with no modification or additional structures required for transport. The units shall utilize electric start engines with a built in alternator and secondary alternator capable of providing a minimum of 350 watts (combined). The Frame for each unit shall be composed of commercial items to ensure readily available spare parts. Components shall be capable of being replaced without the need to cut, weld or grind the frame. The units shall be capable of tak e off and landing on a grass or packed dirt runway of no more than 200 feet. Both PPGs shall be capable of bearing a minimum of a 2G load while in flight and a minimum of a 3G load during landing, both while carrying a minimum payload of 300 lbs, plus adequate fuel to remain airborne for 8 hours at maximum continuous/cruise setting. The units shall have a rectangular opening centered laterally through the aircraft, forward of the rear axle no less than 32 inches wide by 48 inches long. The units shall also have a 22 inches wide by 48 inches long rectangular shelf capable of supporting 500 lbs centered 28 inches above the opening. One unit shall be painted a shade of grey (example Navy grey) and the other shall be a shade of red. All markings shall be documented for ease of traceability to assist problem resolution in a timely manner. Each wing should be colored such that the direction of flight can be determined from the chute (coming and going) and each wing shall have unique color markings. Safety markings for the prop and prop guard shall be provided. 3. Warranty The airframe warranty shall be one year from the date of delivery, and shall cover the functional requirements. The engine warranty shall cover the first six (6) months or 100 hours of use. The contractor shall repair or replace any defective components within these specified warranty periods at their own cost. Replacement components shall be available for purchase for one (1) year from the date of delivery. 4. Delivery Schedule Delivery of both PPGs is required by 08 February 2006. Upon delivery, the contractor shall conduct on-site operating instruction. All deliveries shall be coordinated through NSWCDD?s Receiving Officer (540) 653-8881 for delivery directly to SHOP Team V. The delivery shall include a detailed identification list of all items for inventory purposes (Packing slip, by vehicle unit, etc.). All delivery containers shall be clearly marked with the purchase order number (N00178-06-M-2006) and the following delivery information: N SWCDD Receiving Officer N00178-06-M-2006 17320 Dahlgren Road Dahlgren, VA 22448-5100 For immediate delivery to: SHOP Mission Team V Attn: N20/Cory Miller ? Bldg 130, (540) 284-0421. The required delivery date for both aircraft is 08 February 2006. These items will be acquired utilizing Simplified Acquisition Procedures in accordance with FAR Part 13. The closing date is 20 January 2006 at 1200, noon. Anticipated Award date is 25 January 2006. All items are to be priced FOB-Destination, Dahlgren, VA. Delivery shall be in with the statement of work displayed at the URL previously listed. THE GOVERNMENT WILL NOT ISSUE A WRITTEN REQUEST FOR QUOTATION AS ALL ITEMS ARE IDENTIFIED IN THIS NOTICE.
