- Description
- The Naval Undersea Warfare Center Division Newport RI intends to award a contract with firm fixed price provisions under FAR parts 12 and 13 procedures (commercial items; simplified acquisition procedures), with the solicitation being issued in less than 15 days per FAR 5.203(a) and (h). Procurement is for a two phase effort relating to Submersible Ship Guided missile Nuclear (SSGN) All-Up Round Ballast gradeB (AURBB). Phase I is for manufacturing/production Engineering support (with emphasis in fabrication methodology/production) to provide advice in finalizing the SSGN AURBB design package. Est. level of effort is two tenths man-year over a four month period, beginning mid-March 2006. The engineer must be available to attend weekly design meetings/reviews at NUWC Division Newport during the first 90 days after award and bi-weekly meetings during early production. The contractor will be required to provide mark-ups of GFI drawings throughout phase I and into early Phase II. Phase II is to fabricate twenty-two SSGN AURBBs, including two First Article units. Options for up to an additional 50 units, in 10 segments of 5 each, may be exercised during the FY 2006-2008 timeframe. Production units are to be delivered at a rate of two every week; beginning 30 days after 1st Article approval (depending on what, if any, options are exercised, delivery of final units might be in early CY2008). Preliminary GFI includes: drawing package (est. at being 95% complete). Phase II will initially be priced out by the Government with a Not-To-Exceed figure; contractor repricing shall be required once the design is finalized. Procurement is Unrestricted and will be competed on a Best Value basis. Technical Evaluation factors are: past performance (producing hardware of similar size and complexity); technical capability (contractor must demonstrate ability to: machine/lathe and fabricate and form with steel/stainless steel in excess of 3 inch thick and pipe in excess of 26 inch diameter, 1? thick and 260 inches length; precision fabricate and perform metal forming of complex shapes to high tolerance; and, lift and transport multiple assets of 25 ft. L by 3ft. D and weighing 6000 lbs.; demonstrated ability to meet/exceed delivery schedule (GANTT chart required for Phase II); and, facilities (must have indoor work area of not less than 30 ft. x 100 ft. for vehicle fabrication and an additional 30 ft. x 50 ft. secure (fenced or indoor) area for asset/capsule storage.
