Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The NUWC Newport intends to award a sole source Fixed Price contract to Thales Computers, Raleigh, NC for the following items: 4 ea industrial range 32 channel modules, 1 ea 64 channel optocoupled module (CM-DI-40/9/I/SOX, 2 ea 24 D/A channel modules, 6 ea digital output boards, and 5 ea 64 channel optocoupled modules (CM-DI-40/4/I/SOX). These items are used as an assembly kit for existing shipboard systems. The basis for the sole source is that the configuration specifications and software code are not universal designs that can accommodate alternate component designs. Substitution of any other component would be incompatible with the existing configuration and would lead to significant reenginerring and qualification costs and delays. The efforts, costs, and delays include, but not limited to, engineering evaluation, revising applicable GDEB configuration specifications, altering software code, revising software specifications, testing (EQT and FQT) and generating qualification documentation. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source using SAP and commercial item procedures as set forth in FAR Parts 12 and 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date will be considered by the Government. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
