Description
The Architect of the Capitol (AOC), Washington, DC has a requirement for the following contract services consisting of onsite Facilities Management, Operations and Maintenance; housekeeping, landscaping and grounds maintenance, snow removal, pest control, elevator and lift maintenance, and other services as necessary for the successful operation of the AOC Alternate Computer Facility (ACF) located in Manassas, VA. THE RESULTANT FIRM-FIXED PRICE CONTRACT WILL BE AWARDED TO ONE CONTRACTOR. The contractor shall be required to provide the full range of services on a 24-hours/7-days a week schedule in accordance with the Government's statement of work. Absent definitive requirements, the contractor shall operate and maintain the ACF complex in a manner that is consistent with industry and applicable manufacturer's standards and practices for a Building Owners and Managers Association (BOMA) International Class A building with high quality standard finishes, state of the art systems and national prominence. The ACF complex consists of nearly 335,000 SF of building space on a 91-acre site. The main components include a two story 335,000 building. SOLICITATION EVALUATION CRITERIA WILL INCLUDE THE FOLLOWING FACTORS: (1) The Contractor shall possess a MINIMUM OF 10 YEARS OF PREVIOUSLY "SUCCESSFUL EXPERIENCE" PERFORMING O&M SERVICES FOR A "BOMA CLASS A" BUILDING WITH SIMILAR EXPERIENCES TO INCLUDE PREVENTIVE, PREDICTIVE, AND CORRECTIVE MAINTENANCE SERVICES AND OPERATIONAL CONTROL; (2) EXPERIENCE WITH ONGOING DESIGN/BUILD WORK FOR FACILITY ADDITIONS, ALTERATIONS, AND SYSTEM MODIFICATIONS, AND (3) EXPERIENCE IN MANAGING/MAINTAINING A 24-HOUR/7-DAYS A WEEK OPERATION USING A COMPUTER ASSISTED FACILITY MANAGEMENT SOFTWARE. The solicitation is tentatively scheduled to be issued on or about 2 February 2006 with a closing date of 2 March 2006 at 2:00 p.m. (Local time). Site visit and pre-proposal conference details will be included within the solicitation documents.
