Sources Sought Notice The Veterans Administration Medical Center, West Palm Beach Florida is seeking Architect/Engineering (A/E) firms, capable of providing architectural and engineering services (Architectural, mechanical, electrical, civil, structural, fire protections, environmental and safety issues and other associated disciplines) as may be required by the Government. Documents shall be submitted for the design phase using the most current version of AutoCAD, in both paper and electronic versions. This is a 100% Small Business Set-aside for Architectural and Engineering firms located in the State of Florida within a 200 mile radius of the VA Medical Center, West Palm Beach, Florida. The NAICS codes are 541310 and 541330 with a size standard of $4 million. The contract will be for one year with 4 one-year renewal options. Individual task orders will be issued with each order negotiated as an individual project. Task orders for individual projects shall not exceed $50,000. The minimum work to be ordered under the contract is $1,000. There may be one or more contracts awarded from this sources sought notice. The maximum ordered against this contract will be $100,000 per contract per calendar year. The maximum of each contract over the five-year period shall not exceed $500,000. Evaluation and Selection Criteria: Submissions of completed Standard Form 330 (SF 330) received in response to this notice will be evaluated by a government board in accordance with the Federal Acquisition Regulation (FAR) Part 36 to determine the most highly qualified firms. The selection will be based on the following criteria: (1) Professional Qualifications: Professional qualifications and registration of the proposed team members (2) Recent Experience: Clearly identify the specialized experience of the proposed team members in preparing designs, specifications and cost estimates for a hospital environment. Mechanical, electrical and civil disciplines are required. (3) Past Performance: Past performance with government agencies with respect to quality of work within the last three years in a hospital environment. (4) Quality Control: Of special interest are the Quality Control processes in place to minimize the Quality Assurance effort by the Government of the A-E work product for errors, omissions and quality. (5) Capacity: Capacity to accomplish the work in the required time frame, within budget. Often work will have a short turn around time (6) Location: Must be within a 200 mile radius of the VA Medical Center, West Palm Beach, FL. Firms who meet the requirements stated above are invited to submit four (4) copies of Standard Form, SF 330, Architect-Engineer Qualifications to Sue Kaiser, Contracting Officer at VA medical Center, 7305 North Military Trail, West Palm Beach, Florida, 33410, no later than 2:00 PM EST on February 9, 2006.
