Description
Air Education Training Command, Goodfellow AFB, TX has started the preliminary planning process required by the Office of Management and Budget (OMB) Circular A-76. Goodfellow AFB, TX is conducting a preliminary market research to determine the existence of viable commercial source(s) capable of providing the necessary services and to determine the appropriate groupings of activities as business units. (Extensive market research necessary to support acquisition strategy decisions will be conducted if/after a standard competition is announced in accordance with OMB Circular A-76.) Due to extensive changes to the original Sources Sought synopsis advertised under solicitation number FA303012122005B, revised information is requested from previous submissions and others within the industry capable of providing the required services. The scope of the required service(s) is for Communications Services consisting of: 1.TELEPHONE OPERATIONS, 2. SOFTWARE/SYSTEM PROGRAMMING, 3. MULTI-MEDIA FACILITY, 4. PUBLISHING The service provider shall: Provide the services that meet the communications requirements of Goodfellow Air Force Base (GAFB) Texas. Communications requirements included are 24-hour telephone switch console operations, system-software and application programming in support of mission requirements, audio/visual and graphics design in support of mission requirements, publications management, oversight of base-wide official mail distribution and collection, printing of all classified and unclassified pamphlets and training materials in support of mission requirements, manage base copier program, base internet architecture and web page management in support of mission requirements. CRITICAL: All suppliers must be able to obtain and maintain a TS/SCI security clearance prior to employment. The jobs performed by these functions all require this level of clearance to perform day-to day operations and work in the areas currently manned and supported. 1. Telephone Operations: The contractor will manage telephone operations required to operate the base switchboard 24 hours a day, seven days a week. Contractor will maintain the base telephone directory, provide customer education, resolve customer complaints and technical issues, analyze call traffic and develop reports as needed. 2. Software/System Programming: The contractor will provide system and application software engineering and programming required to support development, maintenance, acquisition and management of training systems. Software applications integrated within these systems will also be supported. Training systems support includes, but is not limited to: development and maintenance of unique or system-specific software applications using a documented formal lifecycle development process to include requirements, design, coding, testing and documentation of all systems. Also conducts project management for all activities of the development lifecycle to include review and approval of documentation; configuration management for developed applications, acquired systems and all related documentation; acquisition and program management. Software and hardware testing and validation along with network management, software license management, security verification and testing, contract oversight, analysis and maintenance of GOTS and contractor developed code will also be provided. Participation in technical working groups and Configuration Control Boards as required will be required. Performing trend analysis and conducting customer service surveys for systems is also required. Vender must be rated at SEI CMM level 3 or higher. 3. Multi-Media Facility: The contractor shall: Manage and operate multimedia (MM) operations in direct support of Intelligence, Special Instruments DoD Fire training and general base support on Goodfellow AFB (GAFB) and three geographically separated units (GSU?s). MM support includes designing, creating and producing classified and unclassified graphic arts, digital photography, video documentation, scripted and non-scripted video productions of various complexities. Support also includes maintenance support for these functions. Provide professional photographers to support base-level photographic requirements for managerial, operational, educational, historical archiving, investigative, and administrative purposes. The contractor shall provide studio photography for official portraits, special duty assignments, official passports and citizenship applications. The contractor shall provide 7 day 24 hour alert photographic and video production services supporting Security Forces, Air Force Office of Special Investigations, Disaster Preparedness, flying or ground safety offices and other emergency response agencies. Provide professional creation and design for illustrations, charts, graphics, diagrams, digital animation, posters, displays, exhibits, interior signs, temporary exterior signs, to support managerial, operational, training, educational, and administrative base-level requirements. The contractor shall provide initial professional design and development of base unit web pages. The contractor shall provide presentation services that include conference room scheduling, classified and unclassified video-teleconferencing operations. The contractor shall provide functional support, operational familiarization, and design and development of presentations systems for GAFB. This support includes setting up and operating audio-visual equipment for staff meetings, commander?s calls, Inspector General briefings and conferences held in the base theater, and conference rooms throughout GAFB. The contractor shall provide self-help graphics services and, non-professional cameras, video recording equipment sign-out services. Provide professional video production services that include scripted and non-scripted productions and video documentation in support of managerial, operational, educational, historical archiving, investigative, and administrative purposes. The contractor shall provide professional scripting, videography, non-linear editing, graphics, special effects, background music and professional narration services for video productions. The contractor shall provide digital conversion and compression of photographic and video images into various playback formats. 4. Publishing: Processes new and revised publication requests. Reviews publication for proper format, style and coordination, returns publication to OPR for changes and return after corrections are made. Sends approved drafts with AF IMT 673 to OPR before returning for final processing. Establishes and maintain record sets. Performs annual reviews. Ensures review request is signed by proper approving authority if publication is rescinded. Tracks publication revision suspenses. Announces publication in base information bulletin, updates master catalog, creates new record set, and performs necessary disposition procedures. Posts changes to indexes and to the Goodfellow home page. Removes obsolete publications from posting sites and catalog. Performs necessary disposition procedures. Ensures AF Form 673 is initiated. Processes AF Form 1846, Request for and Record of Organization Account. Process AF Form 1846 for creation of an Electronic Transaction System account. Publish the base information bulletin. The contractor will convert customer data (text and graphics) into formats suitable for production runs on an electronic duplicating system. Scans and inserts hard copy or previously stored images into customer documents according to customer specifications. The contractor will receive and process printing request and hard copy original from customer to produce total copy requirement. Receive completed material and review printing request for off-line bindery requirements. Receive completed printed material and make distribution. Average load per month is approx 2 million copies which covers unclassified and classified work. The contractor will perform required machine maintenance. In case of equipment breakdown, provider will coordinate repairs with maintenance activity, insure customers work is prioritized for completion, and complete appropriate documentation. The contractor will Receive and process government printing office (GPO) requisition and hard copy original from customer. Contacts resource advisor to ensure funds availability to procure printing requirement material. The contractor will perform monthly physical inventory and enters data into RAMS. The contractor orders required supplies through local Retail Sales Store or contacts commercial vendor. Receives ordered supplies and checks for quantity and correctness of items received versus items ordered. The contractor will perform monthly closeout and enters all production and operating costs into RAMS. The contractor will perform fiscal year closeout and ensure all production and operating costs are entered into RAMS. Transfer costs to report format. The contractor will provide technical support and customer service. Assists with completing printing requisition forms and documentation. This sources sought synopsis is published under the North American Industry Classification System (NAICS) code 541513 with an associated Small Business Administration (SBA) size standard of $21 million. A consolidated Sources Sought Synopsis was issued under a separately published NAICS Code 561110 with an associated size standard of $6 million. The 561110 NAICS code best described the mission support services encompassing Civil Engineering Services, Transportation Management, Laundry Services, Library Services, Supply Agency, Fitness Center and Communications Services. (Note: The consolidated Sources Sought Synopsis is now closed and no additional documentation is requested nor will be received as a result of this solicitation. If as a result of the Market Research report a standard competition is announced and the services are solicited as a whole, a single NAICS code will be selected that best describes the overall acquisition based on value. Request companies that are interested in performing the services described above, provide an electronic capabilities package to the contracting officer not later than 03 Feb 06. In addition to describing capability to provide the service, ensure the package addresses the following: (1) Provide a summary and customer points of contact on past contracts for similar services. (2) Discuss the appropriate grouping of business activities. For example, is it logical to group transportation services, civil engineering services and communication services together in one effort/contract or should they be split as separate requirements and why? (3) Which, if any, parts of the effort would you likely subcontract rather than using in-house resources and why? (4) Discuss your ability and sources to obtain and retain qualified personnel to include TS/SCI security clearance personnel (5) Address recommendations regarding selection of NAICS code. (6) Address business size status (to include specific identification as an 8a, HUBzone, or service-disabled veteran-owned small business) based on proposed and recommended NAICS codes. (7) Provide a point of contact for follow-up questions (as a minimum, submit name, telephone number and e-mail address).
