Description

This project is to construct the DoD Military Working Dog (MWD) Hospital, a unique entity, responsible for providing comprehensive medical care for the 600+ MWDs assigned to the MWD training Center (341 TRS) at Lackland AFB. The unit acts as the vete rinary medical authority for evaluation of all candidates entering the DOD Working Dog Program. Additionally working dogs serving DOD throughout the world and the working dogs belonging to the Transportation Security Agency (explosives detectors), US Custo ms Service (narcotics detectors), US Coast Guard (narcotics), US Border Patrol (narcotics), US Secret Service (explosives), National Security Agency (explosives) and Defense Protective Service (explosives detectors at the Pentagon) are referred by their pr imary care veterinarians to this hospital for specialty care. Heightened security concerns are driving a rapid and sustained increase in requirements for skilled MWDs both for Homeland Security and deployment to ongoing anti-terrorism contingency operation s. Likewise, other federal agencies with working dog explosives detection programs are experiencing a similar increase in demand. Estimated Construction Range: Between $10,000,000 & $25,000,000. Solicitation will issue on or about 20 January 2006. Proposal s will be due on or about 2 March 2006 at 4:00 p.m., central time. Duration of project is 490 calendar days. The North American Industrial Classification System (NAICS) Code applicable to this project is 236220. Small Business Size Standard is $28,500,000. 00. This is an UNRESTRICTED solicitation. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The Fort Worth District su bcontracting goals are for specified percentages of the contractors total planned subcontracting amount to be placed with the following: Small Business 51.2%; Small Disadvantages Business, 8.8%; Women-Owned Small Business, 7.3%; Service-Disabled Veteran-O wned Small Business, 1.5%; and HUBZone Small Business, 3.1%. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through the Internet. The Government reserves the right to use only the Interne t as notification of any changes to this solicitation.
