- THIS ACQUISITION IS INDIAN PREFERENCE. Architect-Engineering and related services, required for a variety of Bureau of Indian Affairs and Tribal facilities within the Continental U.S., are being solicited and limited to Architect Engineering firms who are qualified 51% Indian owned firms as defined by the ?Buy Indian Act?, 25 U.S.C. 47 and 20 BIAM 2.1. The Bureau anticipates awarding one or more Indefinite Delivery/Indefinite Quantity Contracts (ID/IQ. The sum of all delivery orders issued under each ID/IQ shall not exceed $5.5 million annually. Duration of each contract will be for a two-year base period with three one year option periods. Work will be authorized by issuance of delivery orders under each ID/IQ. NAICS codes 541310 and 541330 are applicable to this solicitation. Firms seeking consideration for award shall have demonstrated professional qualifications and capabilities for the performance of the following services: architectural and engineering design and specifications, environmental studies and reports, policy and procedures manuals, review of plans and specifications prepared by others, construction project management report preparation and delivery, cost estimates for construction and environmental remediation projects, life cycle cost analysis for proposed construction projects, value engineering reviews and recommendations and other architectural, engineering, planning and environmental work as my arise. Additional services anticipated may be preparation of design of prototype schools and administrative facilities; development of Capital Asset Plans; development of project data sheets for five year plans; preparation of preliminary project cost estimates for projects identified on the five-year plan; provide technical assistance for enhancements to the Bureau?s Facility Management Information System (FMIS); provide technical assistance in policy and procedures development for Project Management to include flow charts of responsibility and to update the Bureau?s handbook; and other related services. Qualified Indian Architect-Engineering firms and/or joint ventures meeting the requirements listed and having the capability and capacity to perform services described in this announcement are invited to submit a written request for the Request for Proposal to the procurement office listed within fourteen (14) calendar days from date of this notice. NOTE: Firms currently holding an ID/IQ contract with the Office of Facilities Management and Construction are not precluded from submitting a proposal under this notice. However, IAW FAR 9.505-1, if they are being considered for award under this requirement, notice is hereby given that they may be precluded from performing other work in any capacity for the BIA Facilities Program.
