Description
THIS IS A REQUEST FOR INFORMATION ONLY. THERE IS NO SOLICITATION PACKAGE AVILABLE. This is a Request for Information for Expeditionary Airfield Lighting Future Man Portable Systems. The USMC Expeditionary Airfield (EAF) Program exists to support a multitude of airfield scenarios throughout the world. Minimum Operating Strips (MOS), Tactical Landing Zones (TLZ), and Forward Arming and Refueling Points (FARP) are just a few of the Expeditionary Airfield configurations which the program facilitates, and numerous system designs have been employed to accommodate them over the years. The advent of new technology coupled with lessons learned from a history of previous operational experiences have created a necessity for the acquisition of a new Man Portable airfield lighting system that is small and lightweight with enhanced capability over present systems. The Man Portable lighting system shall make use of COTS equipment meeting EAF-determined specifications regarding fixture configuration, quantity, output, and intensity to best support the EAF mission. The system shall not be expected to meet the published specifications of other aviation organizations such as the Federal Aviation Administration (FAA), the International Civil Aviation Organization (ICAO), the North American Treaty Organization (NATO), or the US Air Force (USAF). Lighting System Composition 1. The system shall supply a universal fixture that can support runway edge, taxiway edge, threshold, approach, and lights with flashing capability. The fixture shall contain light emitting diodes (LED) or other solid state light sources which can produce the colors white, red, green, blue, and infrared (IR) and shall be capable of emitting omni-directional light. The optical covering, such as a lens or epoxy coating, shall consist of a scratchproof material, so that it may distribute the appropriate amount of light without obstruction. 2. Power for the fixtures shall be provided using a battery source, and the units shall have the capability to utilize both primary (non-rechargeable) and rechargeable batteries. The minimum threshold for duration of the light operation shall be 8 hours, but the objective shall be 16 hours. 3. Individual lighting fixtures shall be exceptionally lightweight. Each device, including battery, shall not exceed one pound in weight. 4. Each fixture shall be considered a consumable item, with the only maintenance action being battery replacement. 5. Each fixture shall be capable of being attached to a retrievable base plate. The base plate shall be capable of mounting to any surface, including but not limited to routine / hard soil, asphalt, rock, coral, concrete, and various types of airfield surfacing systems. 6. Each fixture shall have the ability to be manually switched, and shall have provisions for a wireless remote control. This control scheme shall utilize a dedicated remote control, rather than transmitting control signals via other communications equipment. The minimum threshold range for wireless signal transmission shall be ten meters. The objective; however, shall be for the remote control scheme to be as capable as possible at traversing terrain. In addition to the COTS unit, all data that is commercially available is also requested. Suppliers with systems that do not meet the above requirements are strongly encouraged to forward information about their systems in response to this RFI. Respondents are notified that a formal solicitation MAY NOT necessarily result from this RFI. Any comments provided may or may not be included in a formal solicitation. The Government WILL NOT PAY for any information received in response to this RFI nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary legend, received in response to the RFI, to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend.
