Description
The United States Environmental Protection Agency (EPA) has a requirement to provide the Office of Pesticides Programs with economic analysis support for the Biological and Economical Analysis Division (BEAD). EPA is required to make regulatory decisions on pesticides in line with the mandate under The Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) [PL 100-532]. In order to accomplish this, economic analyses are needed in connection with the review of existing regulations, and the development of rule making, policies, guidance and statory amendments for pesticide regulatory programs. These various analyses are needed in order to provide EPA with adequate economic and biological information in making the initial decisions internally, for purposes of preparing reports for release, for regulatory development and evaluation. Analyses and information are also needed to support new major initiatives at EPA, such as reducing the use of high risk pesticides. Requirements will be to (1) conduct economic analyses of pesticide regulatory program rule making, policies, strategies, or legislation on the pesticide producing industry, (2) conduct analyses of the impacts of pesticide regulator actions, e.g, restrictions or banning use of a pesticide or combination (cluster) of pesticides on a particular site or crop, (3) conduct analyses on the biological and economic effects and impacts of policies, strategies, regulations, incentives, and other actions whose purpose are to reduce the use or the risk of pesticides. Appropriate Conflict of Interest (COI), Confidential Business Information (CBI) and FIFRA clauses may apply to these requirements. The North American Industry Classification System (NAICS) code is 541690. The anticipated contract will be a Cost Plus Fixed Fee type with a 12-month base period and four 12-month option periods. The Request for proposals (RFP) should be posted on the internet on or about February 3, 2006. Proposals shall be due approximately forty-five (45) days after the RFP issuance date. This procurement will be conducted as full and open competition.
