- The Millennium Challenge Corporation (MCC) is seeking prospective contractors who may be interested in competing, on a full and open basis, for the contract to provide a centrally-managed source of Workers Compensation Insurance as required by the statutorily mandated Defense Base Act (DBA). The Government anticipates awarding a Firm-Fixed Price contract with (1) one-year basic and four (4) one-year option periods for this requirement. The North American Industrial Classification System (NAICS) code for this effort will be 524210 with a size standard of $6.5 million. This is not a small business set-aside. The contractor will be required to provide DBA insurance for MCC employees, contractors, and subcontractors working overseas. The DBA insurance is expected to be provided through a contract with the successful offeror. MCC is required by law to provide overseas employees with insurance coverage pursuant to the Longshoremens and Harbor Workers Compensation Act/Defense Base Act. DBA will be centrally managed by a single insurance company for all employees, contractors, and subcontractors on assignment overseas, unless a waiver has been obtained from the U.S. Department of Labor. It is anticipated that the solicitation will be issued electronically on or about February 10, 2006 on the Federal Business Opportunities web page at http://www.fedbizopps.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any update/amendments to any and all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) 1-800-334-3414 or by visiting http://www.ccr.gov/. This notice does not obligate the MCC to award a contract nor does it obligate the MCC to pay for any bid/proposal preparation costs.
