- The purpose of this notice is to notify potential offerors of administrative changes that have been made to the subject RFP. No substantive changes were made under this amendment. The following is a summary of the changes: a. Changed fill-ins for CLIN 0001. b. Changed fill-ins for CLIN 0002. c. Changed fill-ins for CLIN 0005 under clause SMC-B001. d. Revised self-evaluation page count limit to “10” under SMC-H010. e. Revised Table of Contents titles for Sections 4.2.1, 4.3.1, 4.3.2, 4.3.3, 4.3.4 and 4.3.5. f. Changed para “v” of Section 4.3.6.13 to para “iv.” g. Revised Table of Contents titles for Sections 6.3.5, 6.3.6.1, 6.3.6.2, 6.3.6.3, 6.3.6.4, 6.3.6.5, 6.3.6.6, 6.3.6.7, h. 3.6.8, 6.3.6.9, 6.3.6.10, 6.3.6.11, 6.3.6.12, 6.3.6.13 and 6.3.6.14. i. Changed the numbering of Tables M3.1, M4.1a, M4.1b, M4.4a, M4.4b, M4.4c, M4.4d and M4.4e. The purpose of the Ombudsman is to receive and communicate concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman’s role is not to diminish the authority of the program director or the contracting officer but to advocate an offeror’s concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the offeror. The Ombudsman will not participate in the evaluation of proposals or the source selection process for this acquisition.
