Description
USAID/West Bank and Gaza is seeking proposals to acquire the services of an American contractor to construct small-to medium-scale local water and sanitation facilities in the West Bank and Gaza. The ultimate objective of this project is to help improve the quality of life of the Palestinian people in the West Bank and Gaza by meeting immediate water supply and wastewater transport and treatment needs while developing sustainable systems. An illustrative list of technical assistance sought may include, but is not limited to, the installation of sanitary sewers, rehabilitation of existing potable water wells, repair and or replacement of well pumps and motors, rehabilitation and/or construction of water booster stations or sewer pump stations, rehabilitation an/or construction of water distribution systems, site civil works, site electrification and/or standby emergency power, water supply disinfection systems, water and sanitation pipeline installation, water reservoir construction or rehabilitation, and other general civil, mechanical, and electrical works. The designated CTO will be responsible for identifying and prioritizing small-to medium-scale local water and sanitation facilities for construction in the West Bank and Gaza and periodically transmit selected construction activities to the awardee of this solicitation for implementation. Each activity will contain a pertinent work description including tender documents for each job order along with final construction drawings and technical specifications for the purchase and installation of construction materials and equipment. The Contractor shall then solicit all construction activities for proposals, analyze and evaluate proposals, and subcontract all Job Orders to local Contractors upon USAID approval. Construction Management Services have already been provided for under this program. The Construction Manager (CM) will perform all required activities that are necessary to manage, oversee, and monitor on behalf of USAID, the Contractor?s progress and compare it to quality control standards. The awardee of this solicitation shall manage, direct and be responsible for all subcontracted work and subcontractors, and will be expected to work closely with USAID, the Construction Manager under this program, government counterparts, and other implementing partners and beneficiaries to bring this project to a successful conclusion. The Contractor shall have full responsibility for the selection and performance of those subcontractors The solicitation and RFP for services indicated will be available after 8 February, 2006.
