Description
Goodfellow AFB, San Angelo TX, seeks to lower its electric power expenses and its building operating costs while also providing environmental benefits, improving air quality, and advancing other Air Force goals and objectives. Goodfellow AFB is interested in hearing from developers, financiers, utility companies and electric power industry participants for the design, installation, operation, maintenance, and ownership of a photovoltaic (PV) system capable of generating approximately one (1) megawatt of peak electrical energy. The system is to be installed on Goodfellow AFB property under a real property agreement. All of the output is to be purchased by Goodfellow AFB under a long term (10 to 30 years) Purchase Power Agreement (PPA). The PV system contractor will include all site preparation efforts, construction, installation, requisite inverters, switch gear, and any other hardware or software necessary for the contractor to operate and/or maintain the system. The switch gear will be compatible with and approved by the local utility company to insure proper electrical grid synchronization. Any renewable energy tax credits or rebates will be utilized by the contractor to reduce the overall project cost as much as possible. Ownership of generated Renewable Energy Certificates (REC) is negotiable. Interested parties are to respond with a statement of qualifications for performing the work. Such statement is not to exceed five (5) pages. Request companies that are interested in performing the services described above, provide an electronic capabilities package to the contracting officer not later than 24 Feb 06. In addition to describing capability to provide the service, ensure the package addresses the following: (1) Provide a summary and customer points of contact on past contracts for similar services. (2) Discuss your ability and sources to obtain and retain qualified personnel. (3) Address recommendations regarding selection of NAICS. (4) Address business size status (to include specific identification as an 8a, HUBzone, or service-disabled veteran-owned small business) based on proposed and recommended NAICS code. (5) Provide a point of contact for follow-up questions (as a minimum, submit name, telephone number and e-mail address).
