Description
The Naval Air Systems Command (NAVAIR) Patuxent River, MD is seeking information for potential sources regarding industry technologies applicable to replace the seating systems in the E2-C aircraft. This request is for INFORMATION PURPOSES ONLY. CURRENT TECHNOLOGY: The current seating systems in the E-2C aircraft has five seats, two in the cockpit and three in the cabin area. All five seats are capable of adjusting horizontally, vertically and reclining. The current are equipped with headrests, seat cushions and are capable of accommodating the Parachute Survival Ensemble (PSE) into the seat back. Maximum dimensions of the PSE are: 25 inches tall, 14.75 inches wide and 7.875 inches thick. The PSE also incorporates the lap belts, the shoulder harnesses and the inertia reel. The cabin seats are capable of rotating 90? and the seat pan tilts to counteract the affects of the nose up flying attitude of the aircraft. All seats attach to the aircraft via track fittings. The seats do not have an energy attenuation system and one is not required. DEFICIENCIES OF THE CURRENT SEATING SYSTEM 1) Mission duration has increased and ergonomics of the seat do not allow for proper seating for extended missions. 2) Seating system not capable of accommodating 5th male through 95th male seat occupants. 3) Current seating system causes pressure points on lower extremities, reducing blood flow. 4) Seat does not allow for proper adjustment to attach PSE to seat occupant. 5) Seating system has no capability to dampen vibrations transferred from aircraft to seat occupant. 6) Seat pan tilt is not adequate to adjust seat pan properly during flight. 7) Seat cushion degrades after minimal flying time. PROGRAM GOALS Obtain a new seating system for the E2-C that: a. Meets anthropometric envelope requirements for the 5th through 95th percentile males b. Interfaces with current aircraft track system, dimensions of which can be provided. c. Allows for integration of the PSE into the seat back. d. Does not exceed the maximum weight requirement of 50 pounds for the pilot/co-pilot seats and 60.5 pounds for the cabin seats. e. Integrates methods to increase endurance and minimize body fatigue. f. Meets dynamic, static and environmental testing requirements to show operation capabilities in a naval environment and within 20/20/10 conditions. g. Is a Commercial-Off-The-Shelf (COTS) or Non-Developmental Item (NDI) product. The government is interested in written submittals of concepts and rough-order-of-magnitude cost estimates for the above. Companies responding to this request should provide detailed information on their capabilities and experience to DEPARTMENT OF THE NAVY, NAVAL AIR SYSTEMS COMMAND, AIRCRAFT SUPPORT CONTRACTS DEPARTMENT (Air 2.5.1.3), ATTN: Terressa Bebout, Code 2.5.1.3.2.5, 21983 Bundy Road Unit 7 Bldg 441, Patuxent River, MD 20670-1127. Written responses should be submitted by 23 February 2006. All correspondence shall reference the synopsis number 2513254672-124 on the mailing envelope and all enclosed documents. Interested companies should indicate whether or not they are a small, small disadvantaged, 8(a), or large business. Respondents must clarify if their firm can provide commercial or non-developmental items that could be modified, or the technology and expertise for development, to meet the Government?s needs. Please address all technical questions to Rachael Testerman, Code 4.6.7.2, (301) 342-8436. Samples and 3-D models are encouraged. Proprietary information MUST be marked as such, on a page-by-page basis. This announcement is NOT a Request For Proposal nor does the Government intend to pay for any information/items submitted in response to this synopsis. Data, samples and 3-D models WILL NOT be returned. This synopsis does not commit the Government to award a contract. This synopsis is for market research only and any procurement resulting from this announcement will be synopsized separately.
