- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number NFFK0-6-128 is issued as a request for quotation. The North American Industry Classification System Code (NAICS) is 541611. The National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Services (NMFS) requires a contractor to accomplish important tasks in support of the Office of Habitat Conservation to cover for planned absences of three permanent employees in a key program area. The Office of Habitat Conservation?s Habitat Protection Division implements many NOAA/NMFS mandates, including the essential fish habitat (EFH) mandate in the MSFCMA, ecosystem-based principles as envisioned by Congress and agency leaders, and cooperative approaches to habitat protection. Continued progress on these activities will be complicated in FY06 by schedule absences of three employees as they participate in 3-6 month training programs that will overlap from January till October 2006. The contractor will provide vital services to the Division, Office, and its partners as they gather information, prepare reports, and convert that information into position statements, presentations, technical and outreach documents, and other communication instruments. The contractor shall perform the following tasks: 1) Inventory and map fishery management councils? habitat closures and habitat areas of particular concern to provide a comprehensive examination of spatial management under the EFH mandate; 2) Contribute to the improvement of EFH consultation efforts by illustrating the benefits of using GIS as a tool to provide relevant information and analytical capabilities not widely used at this time; 3) Work with NMFS Regional Offices to encourage Fishery Management Councils to conduct 5-year reviews of EFH descriptions and identifications; track the implementation of ecosystem based fishery management plans; 4) Support Division and Regional Office efforts to identify, select, and implement 2-5 pilot projects for the new Cooperative Habitat Protection project, based on plans developed in late FY05. Deliverables: 1) Complete inventory and maps by April 200; 2) Complete assistance by May 2006; 3) Complete work on select councils by June 2006; 4) With others, contractor will develop solicitation early in 2nd quarter, pursue partnerships with NOAA offices and the private sector during 2nd quarter; provide background materials for staff to identify priority opportunities and recommend selections in late FY06. Period of Performance: The contractor shall perform the specified tasks from the date of award for a period of six (6) months. The resulting purchase order shall be negotiated on a firm fixed price. The award shall be made on a best value basis using simplified acquisition procedures and commercial acquisition procedures. Offers will be evaluated based upon approach, past performance, and price. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation ? Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52.213-3, Offeror Representations and Certifications ? Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. All interested contractor must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representation and Certifications.
