- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number NFFK0-6-122 is issued as a request for quotation. The North American Industry Classification System Code (NAICS) is 541611. The National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Services (NMFS) requires a contractor to accomplish important tasks in support of the Office of Habitat Conservation and regional work in NOAA Fisheries? wetland programs. The contractor will support efforts related to several, short-term interagency efforts. The Office of Habitat Conservation?s Habitat Protection Division has lead responsibility within NOAA Fisheries for most wetland and anadromous fish activities, especially related to developing guidance, policies, and plans that may affect NOAA Fisheries trust resources. The Division often works with state and federal agencies and our regional colleagues in this effort. This contract position will provide essential support services related to outreach, resource management, and science. The contractor shall perform the following tasks: 1). Support Division and Regional Office efforts to identify, select, and implement 2-5 pilot projects for the new Cooperative Habitat Protection; 2). Conduct literature research, analyze information, and prepare reports on energy projects (especially liquefied natural gas facilities, traditional hydropower, and alternative hydropower; 3). Co-develop a national coastal wetland status and trend report from DOI National Wetland Inventory data to be provided to NOAA by prior agreement; 4). Support the wetland team in activities related to mitigation rulemaking, nationwide permits reauthorization, and aquaculture-related issues. Deliverables: 1). With others, contractor will develop solicitation early in 2nd quarter, pursue partnerships with NOAA offices and the private sector during 2nd quarter; provide background materials for staff to identify priority opportunities and recommend selections in late FY06; 2). Effort as needed, with LNG work anticipated throughout and anadromous fish/hydropower work dominating in the 2nd and 3rd quarters in FY06; 3). Develop outline by early 2nd quarter; final draft report by the 3rd quarter; 4). Tasks as assigned throughout the 2nd and 3rd quarters of FY06, continuing in FY07. Period of Performance: The contractor shall perform the specified tasks on a full-time basis from the date of award for a period of approximately six months. The resulting purchase order shall be negotiated on a firm fixed price. The award shall be made on a best value basis using simplified acquisition procedures and commercial acquisition procedures. Offers will be evaluated based upon approach, past performance, and price. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-08. Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation ? Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52.213-3, Offeror Representations and Certifications ? Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. All interested contractor must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representation and Certifications.
