Description
The Federal Lands Highway Division of the Federal Highway Administration is the primary road-builder for the National Park Service, Forest Service, Wildlife Refuges, and several other government agencies. This proposed purchase is for one portable falling weight deflectometer(FWD) capable of being operated by one person. This portable FWD must be capable of being operated on road construction sites including in excavation trenches. This unit will be used on road construction sites throughout 14 western states including: Arizona, California, Colorado, Hawaii, Kansas, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming. This portable FWD shall meet the following required specifications. Test location to be recorded by GPS. Data transfer will be wireless to a PC and PDA. The PC will store the data in ASCII format enabling direct conversion to e.g. Microsoft Excel or WORD. The PDA will enable the operator to see data collected as the testing proceeds. Software will operate MS Windows XP/NT/ME/Pocket PC PDA. The software will have easy setup of data and sequence, presentation of time history and peak value displayed simultaneously on PDA display and PC, presentation of E modulus, easy setup of system configuration, easy file handling module with view function, history data presentation in point or drop mode, full access to Poisson?s Ratio and stress distribution factor, and compaction program. Hardware is to include a geophone beam for two additional geophones for a total of three geophones. Include up to two extra 5 kg weights. Include a reinforced transport box suitable for mailing or air transportation and a trolley for work at a construction site. The portable FWD must be shipped within six weeks of award of purchase order. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation DTFH68-06-Q-00068 is advertised on an unrestricted basis and will be awarded as a firm fixed-price contract. The NAICS Code is 334516. The following Federal Acquisition Regulation (FAR) Provisions and Clauses in effect through Federal Acquisition Circular FAC 2005-08, dated January 5, 2006, are applicable to this procurement: 52.212-1, Instructions To Offerors-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items including subparagraphs (b) , (7), (14), (15), (16), (17), (18), (19), (20), (25), (26), (31). This procurement also includes FAR 52.212-2, Evaluation-Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, technical, and other factors considered. Responses are due on February 6, 2006 at 2:30 PM, Mountain Time Zone. Proposals may be submitted by email or fax.
