Description
The United States Special Operations Command (USSOCOM) plans to procure services required to maintain an electronic and paper-based research archive; and to inventory, catalog, scan, archive, retrieve information from the archive and demonstrate the proper operation of the archive to users. The service provider shall assist in the research, documenting, proofreading, checking footnotes and production of historical studies in support for the History and Research Office. This requirement is 100% set-aside under the Small Business Act and Veterans Benefits Act, Set-asides for Service-Disabled Veteran-Owned Small Business Concerns as stated in the guidelines of the Federal Acquisition Regulation, Part 19.14 Service-Disabled Veteran-Owned Small Business Procurement Program Only eligible Disabled Veteran-Owned Small Business Concerns that fit the NAICS Code 519120-All Others Information Services- may submit a proposal. The Government intends to award a definitive contract using firm fixed price payment provisions on a non-personal service contract basis. The contract term will consist of a one year base period plus four option periods. The tasks expected under the resulting contract includes: 1) Archival Support that requires a senior level archivist with a minimum of a master?s degree in Library Science from an ALA-accredited university. This position will be responsible for archiving collection in accordance with National Archives and Records Administration (NARA) as well as accession and integration into the operational archives new data being collected. The position will assist with the production of History Office studies by conducting research, checking accuracy of footnotes, reviewing drafts, inserting images and graphics, and assisting with publication of histories. 2) Digitization of Operational Archives - This position requires that the Archival Technician have at a minimum a bachelor?s degree on a related field from a regionally accredited university. The responsibilities of this position are scanning paper documents, photographs, and other media. This position will be also responsible for converting the scanned documents to text documents as well as digitizing videotape and audiotapes. Further, this position will upload digital files to the command storage and retrieval solution and transmit digitized data to the server as well as load documents into a database and web pages. 3) Editor - This position requires a minimum of a bachelor?s degree on a related field from a regionally accredited university. This position will transcribe and edit interviews for grammar, facts and accuracy. Excellent hearing when using earphones/headsets with the transcribing equipment is required. This position will further edit content, flow, grammar, and layout of historical studies. S/he will create and insert Table of Contents, Index, and Glossary for historical studies. Background in Special Operations is beneficial but not required. 4) Performance of this task requires access to material classified up to and including SECRET. US Government Secret Level Security clearances are required. Solicitation issue date is expected to be o/a 07 February 2006. No telephone requests for copies of the solicitation will be accepted.
