- TSA intends to issue a sole source contract with the American Association of Airport Executives / Transportation Security Clearinghouse (AAAE/TSC) of Alexandria, VA to provide operational support in the collection and processing of fingerprints for the TSA Alien Flight Students Program (AFSP). The efficient collection and processing of fingerprints is dependent upon an available, accredited and robust IT infrastructure. AAAE has built an extensive infrastructure as a result of providing the identical services to TSA for numerous other ongoing TSA security programs. AAAE custody of this unique infrastructure allows them to immediately leverage their national and international fingerprint infrastructure otherwise unavailable to other vendors. This infrastructure links to airports, flight training providers, and international fingerprint collection agents, in addition to having the only accredited system tied to the TSA store and forward system and the FBI fingerprint system. Although other sources may feasibly provide similar fingerprint collection services, no vendors currently provide the complete range of services and infrastructure beyond fingerprint collection.
