- General Information Document Type: Sources Sought Notice Solicitation Number: to be determined Posted Date: April 1, 2005 Original Response Date: April 14, 2005 Current Response Date: April 14, 2005 Contracting Office Address Bid and Proposal Room, room # 61107, U.S. Environmental Protection Agency, Superfund RCRA/Regional Procurement Operations Division, 1300 Pennsylvania Avenue, NW, Washington, DC 20004 Description The purpose of this sources sought notice is to gauge what level of interest there might be in the contracting community for setting aside any of the REPA4 tasks for non-large businesses (LB). To that end, this notice invites non-LBs to submit qualification statements addressing whether they can perform any of the Performance Work Statement (PWS) tasks as outlined at the website http://www.epa.gov/oamsrpod/pmrcsc/REPA4/index.htm. At this website, there is an outline of the draft PWS. Also at this website is a breakout, by region, of what tasks each region envisions ordering under the new REPA4 contracts. These provided percentages are estimates only, and may vary. Responders are asked to provide comparable examples of work they have performed, the same as or similar to, the PWS tasks. The current REPA contracts (REPA3) cover all 10 of the US regions. The 10 regions are combined into 3 zones (Zone 1 - Regions 1 (Boston), 2 (New York City), and 3 (Philadelphia); Zone 2 - Regions 4 (Atlanta), 5 (Chicago), and 6 (Dallas); and Zone 3 - Regions 7 (Kansas City), Region 8 (Denver), Region 9 (San Francisco), and Region 10 (Seattle)). Each zone currently has two contracts, for a total of six REPA3 contracts as presently constituted. Each region is responsible for supporting the following states: Region 1 - CT, ME, MA, NH, RI, VT Region 2 - NJ, NY, Puerto Rico, Virgin Islands. Region 3 - DE, D.C., MD, PA, VA, WV Region 4 - AL, FL, GA, KY, MS, NC, SC Region 5 - IL, IN, MI, MN, OH, WI Region 6 - AR, LA, NM, OK, TX Region 7 - IA, KS, MO, NE Region 8- CO, MT, ND, SD, UT, WY Region 9 - AZ, CA, HI, NV, American Samoa, Guam Region 10 - AK, ID, OR, WA The REPA4 contracts are anticipated to begin between January and April 2007, and will run for approximately five years. Non-LBs are invited to submit qualification statements addressing whether they can perform any of the PWS tasks as outlined. A POTENTIAL BIDDER?S QUALIFICATION STATEMENT SHOULD NOT EXCEED 5 PAGES, MINIMUM 10 PITCH FONT. Potential bidders are asked to specify office location(s), and which region(s) that office(s) can support. Potential bidders are requested to specify what type of non-LB they are (i.e., SB, SDB, WOB, Hubzone, or SDVB). Since a bidder may be more than one of these, please specify all that apply. The anticipated NAICS code is 541620, Environmental Consulting Services, with a corresponding size standard of $6M average annual receipts.
