Description
The National Oceanic and Atmospheric Administration (NOAA) has a requirement for eight vessels for day and trip charters to support the National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) Cooperative Research yellowtail tagging project in the Gulf of Maine, Cape Cod, Georges Bank and Southern New England areas between April 15, 2006 and October 1, 2006. The North American Industry Classification System code is 483112. The small business size standard is 500 employees. Exact research days will be determined by weather and consensus between the Contracting Officer and Master of each vessel. In addition, the vessels shall be made available for staging prior to the fishing trip and after the trip for a period of time necessary to complete the research goals for the day or trip. The vessels will conduct fishing activity for yellowtail flounder, providing their own trawl net, fishing gear, captain and crew. In addition, vessels will participate in at-sea caged studies for each trip. Vessels must provide adequate working space and accommodations for at least 2 scientist for each cruise and provide a large tub or aquarium live car unit, of approximate dimensions 2m x 1m, or capable of holding at least 400 fish, to empty net bag into for sorting and tagging of fish by scientists. No portion of the catch will be sold. No days at sea will be used. The vessel shall be outfitted with navigation and communication equipment that meets all regulatory body requirements applicable to the vessels type and service. The government reserves the right to award two or more contracts from this solicitation. The proposed contract(s) are 100% set aside for small business. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR) at www.ccr.gov. Offerors must also have a DUNS number, or obtain one by calling 1-800-333-0505. Proof of CCR registration must be included in submitted quote package. Prospective contractors are also required to complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with the required CCR registration. All responsible sources may submit a quotation which shall be considered by the agency. Copies of the solicitation will be attached as a downloadable word file to this announcement on or about February 23, 2006. Hard copies of the solicitation will only be provided in response to written or faxed requests received directly from the requestor. Telephone requests will not be accepted.
