- The National Nuclear Security Administration (NNSA) Service Center intends to award an interim or ???bridge??? supplemental agreement to contract DE-AC52-05NA26345 for a period of seven months for security protective force services and other security-related services for the NNSA Nevada Site Office (NSO). The services will be performed at the Nevada Test Site; Las Vegas, NV area NNSA/NSO facilities; contractor facilities; and other designated facilities. The statutory authority permitting other than full and open competition is 41 U.S.C. 253??(1), implemented under FAR 6.302-1(a), which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. The interim supplemental agreement is required pending completion of two competitive follow-on acquisitions: a full and open competition for Security Protective Force Services (solicitation No. DE-RP52-05NA14390) and a small business set-aside for Security System Services (solicitation No. DE-RP52-05NA99344). Contract DE-AC52-05NA26345 with Wackenhut Services, Inc. (WSI) will end on 28 February 2006. No other firm has the requisite knowledge and experience to perform these highly specialized security services without interruption on 1 March 2006. WSI has the requisite number of key and non-key personnel possessing the required security clearances. This unique working environment necessitates the award of an interim supplemental agreement to the incumbent contractor, WSI. The intent of this sole source procurement is to provide the required support services from 1 March 2006 until the award and/or transition of the follow-on acquisitions. Note 22 applies.
