Description
The Agency fro Health Research and Quality (DHHS), through the Program Support Center, intends to negotiate a sole-source award with the National Business Coalition on Health, Washington, DC. Purpose: During the past eighteen months AHRQ has worked with the National Business Coalition on Health (NBCH) and The Lewin Group to identify and assist three local coalitions to improve the quality of diabetes care in their communities. Leaders in business, managed care, health facilities and clinicians in Baltimore, MD; Memphis, TN and Detroit, MI, have each developed projects to improve the care provided to patients with diabetes which are unique to their coalition needs and the capabilities of their collective organizations. They are drawing on the knowledge, research evidence, information and tools available from AHRQ to support and sustain these initiatives, including the National Healthcare Quality Report (NHQR), the AHRQ publication ?Diabetes Care Quality Improvement: A Resource Guide for State Action,? AHRQ staff for expert advice, work planning and meeting planning, and new tools developed by Lewin under contract with AHRQ. During 2006 NBCH will be ready to spread the knowledge and tools gained in these pilot project sites to more communities through their 98 member coalitions. The purpose of the initial project was to engage business coalitions to address improvements in care for diabetes for their beneficiaries and the communities at large. NBCH was engaged to recruit members of their coalition for the project and to provide guidance for the project. The next phase of the project, included in this contract, is focused on widening the scope of coalitions involved in the project. NBCH is a membership organization comprised of 98 coalitions nationwide. No other organization represents business coalitions for health nationally. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 13.106-1 INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
