Description
This is a request for information (RFI) only*. It is not a solicitation nor does it guarantee a solicitation will be issued. The 99th Contracting Squadron, Nellis AFB NV, intends to award a professional advisory and assistance services contract for the Joint Unmanned Aircraft Systems Center of Excellence (JUAS CoE) at Creech AFB NV. The JUAS CoE provides support to the Joint Operator and Services by facilitating the development and integration of common unmanned aircraft system operating standards, capabilities, concepts, technologies, doctrine, tactics, techniques, procedures, and training. The JUAS CoE leverages existing service initiatives and activities to provide joint integrated solutions and improved interoperability. The following are services required: (1) Information Manager - Provide information technology support services involved in the planning, installation, management, and maintenance of an information system for a 65-person organization. Coordination with the host activity (99th ABW) is a key performance parameter in the following areas: Information Systems (Telephone, Networks, Video Teleconferencing), Media Display, Knowledge Management, and Data Management systems required to support organizational tasks and initiative execution. (2) Administrative Assistant ? Provide support services for the coordination and performance of basic administrative tasks. Tasking includes general office secretarial duties, travel planning, scheduling and calendar management, file management, processing documents and correspondence, and assisting with visitor requests. (3) Logistics/Facility Manager - Provide support services for facility and logistics planning, operation, and maintenance and related logistical for a 65-person organization. Coordination with the host activity (99th ABW) is a key performance parameter in the following areas: maintenance and upkeep of existing office building, planning of future office and operational spaces, maintaining office consumables and coordination with staff on the development of a logistics and facilities plan which may be required by future initiatives and field operations. (4) Technical Writer - Provide technical writer expertise and support to a 65-person organization tasked with the evaluation and integration of UAS. Tasks include the development or revision of documents relating to operating standards, capability requirements, concept of operations, technologies, tactics, techniques, procedures and training. Specialized experience in the establishment of an editorial process for the development and publication of government technical documents is required. (5) Concept Development and Requirements Analyst - Provide services supporting concept studies and analysis, requirements definition and evaluation of alternative technical approaches related to the development or employment of UAS into the joint task force. Tasks include the development and evaluation of UAS capability requirements required to meet theater commander warfighting objectives. (6) Acquisition and Life Cycle Management Analyst - Provide services required to evaluate UAS program plans and life cycle support structure and procedures. Apply life cycle support element recommendations when assisting in concept studies and analysis, doctrine, and systems evaluation activities associated with the integration and employment of UAS into the joint force. (7) Tactics, Techniques, and Procedures Subject Matter Expert - Provide subject matter expertise required to evaluate or develop tactics, techniques and procedures for fielded and emerging UAS platforms. Expertise includes knowledge of mission planning, tactics, techniques and procedures related to the employment of UAS in support of both ISR and tactical missions in an isolated or combined manned/unmanned environment. (8) Systems Design, Engineering and Integration - Provide systems engineering services supporting the evaluation of existing and emerging UAS systems where employment requires a high degree of interoperability with other elements of the joint force. Emphasis placed upon system level knowledge required to support the development or revision of key performance parameters and operational procedures related to UAS employment and interoperation with other unmanned and unmanned systems and architectures supporting joint task force objectives. (9) Training Subject Matter Expert ? Provide subject matter expertise required to evaluate fielded and emerging UAS platform capabilities and related training programs. Expertise includes knowledge of joint and service expeditionary warfare pre-deployment training cycles and the ability to identify or assess training goals associated with UAS in an integrated manned/unmanned environment. Services will also support the evaluation of joint task force staff training objectives and provide recommendations on improvements related to the improved employment of existing and emerging UAS. (10) Integration Analyst - Provide analytical services supporting the evaluation of existing and emerging UAS systems where employment requires integration into the joint force. Emphasis placed upon system level knowledge of existing and emergent UAS employment procedures and capabilities. Services will also support risk assessment, analysis of alternatives, and system integration interests related to UAS employment and impact on other unmanned and unmanned systems and architectures. (11) Airspace Subject Matter Expert ? Provide subject matter expertise required to evaluate fielded and planned UAS employment concepts for compatibility with established manned and unmanned supporting architectures and doctrine. Special emphasis airspace management subject matter expertise required to development and implement joint solutions for the employment of unmanned aircraft systems in combat and civilian airspace. Expertise includes knowledge of airspace related standards, policies, procedures and organizations that produce them for military aircraft operating in military theaters of operations and non-segregated airspace. (12) Ordnance Employment Systems Engineer ? Provide systems engineering services supporting the evaluation of UAS system designs which currently or have the potential for the delivery of lethal and non-lethal combat effects. Services will also support risk assessment, analysis of alternatives, and system integration interests related to the delivery of combat effects by unmanned and manned systems. (13) Combat Effects Subject Matter Expert - Provide subject matter expertise required to evaluate fielded and emerging enhancements to UAS platforms that provide mission support or directly apply lethal and non-lethal combat effects to the joint warfighter. Expertise includes knowledge of mission planning and tactics, techniques and procedures related to the delivery of kinetic (Joint Munitions Effectiveness Manuals) and non-kinetic combat effects from manned and unmanned airborne systems. (14) System Design, Engineering, and Integration Analyst - Provide systems engineering services supporting the evaluation of C4ISR topics associated with the employment of UAS system designs. Emphasis placed upon system level knowledge of existing and emergent C4ISR architectures, data processing and products. Services will also support risk assessment, analysis of alternatives, and system integration interests related to UAS employment and impact on C4ISR systems and architectures. (15) Command and Control Subject Matter Expert - Provide subject matter expertise required to evaluate fielded and emerging enhancements associated with UAS command and control systems. Expertise includes operational knowledge of command and control doctrine, tactics, techniques and procedures related to the employment of UAS in support of theater operations. (16) Intelligence, Surveillance, and Reconnaissance Subject Matter Expert - Provide subject matter expertise required to evaluate fielded and emerging enhancements associated with imagery and other UAS based sourced information. Expertise includes knowledge of ISR data analysis systems and procedures related to the production and dissemination of products that support theater operations. (17) Spectrum Management Systems Engineer - Provide systems engineering services supporting the evaluation of communications related topics associated with the employment of UAS. Emphasis placed upon spectrum management topics related to the command and control of UAS platforms in national and theater airspace and dissemination of full motion video and other UAS related data products worldwide. Services will also support risk assessment, analysis of alternatives, and system integration interests related to UAS employment and impact on national and theater spectrum. (18) Communications Subject Matter Expert - Provide subject matter expertise required to evaluate fielded and emerging enhancements associated with communication systems supporting UAS operations. Expertise includes knowledge of communication systems and procedures providing UAS command and control, data and imagery transmission, and communications relay capabilities. (19) Unmanned Aerial Vehicle Pilot/Operator - Provide subject matter expertise required to operationally evaluate fielded and emerging enhancements to UAS platforms. Expertise includes operational experience as an UAS air vehicle pilot (operator), mission commander, or instructor performing mission planning, launch and recovery operations, and flight operations in airspace shared by manned and unmanned systems. (20) Unmanned Aerial Vehicle Sensor Operator - Provide subject matter expertise required to operationally evaluate fielded and emerging enhancements to UAS sensors and payloads. Expertise includes operational experience as a UAS sensor operator or instructor supporting flight operations with payloads capable of but not limited to EO/IR and laser designation. (21) Test and Evaluation Engineer - Provide test engineering services supporting the planning, execution, and evaluation of live, virtual, and constructive trials associated with the assessment and validation of products and recommendations originating from the Doctrine and Training Division or from other Service battlelabs and UAS centers of excellence. The contractor shall provide expertise in the development of test plans supporting JUAS COE field trials and demonstrations, analysis of test data and test reporting. Utilizes and develops tools, techniques, processes and/or facilities such as state-of-the-art simulation environments, laboratories, and test facilities. Serves as a major contributor to technical planning process and for providing technical recommendations to command staff members. Due to the exposure of sensitive material, it will be required that all analyst, engineering, and SME personnel have a Top Secret (TS) clearance, with the ability to obtain a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance. The anticipated contract start date is 1 October 2006, with a period of performance of a base year and four (4) options years. If you feel you can provide these services, please provide a 3-10 page Capabilities Statement, addressing the items below, to Captain David Huber at david.huber@nellis.af.mil and 1Lt Micah O?Neal at micah.oneal@nellis.af.mil, NLT 1600 PST on 28 February 2006: What capabilities does your organization possess to successfully accomplish the JUAS CoE requirements described in this RFI? What is your business size (e.g., 8(a), Service-Disabled Veteran Owned, large business, etc.)? If a solicitation for this effort were issued, would your organization submit a proposal as a prime contractor or a subcontractor? What percentage of this effort would be appropriate for a small business set-aside? The Government preliminarily envisions a firm fixed price contract for this effort, with the unit of issue as a ?month?. The Government preliminarily envisions having multiple CLINs for individual labor categories. Is a FFP type contract with the unit of issue a ?month? most appropriate for this effort? If not, what type do you think may work better and why? Based on the required services listed above, please provide a rough order of magnitude on how much you estimate this effort to cost over a five-year period (if possible, please breakdown cost by labor category and by year). Do you hold any contracts similar in work/scope to the services identified above? Can you provide those contract numbers and their values? Can you provide a point of contact name/number? Do you have a GSA schedule contract for the services identified above? As unanticipated or short-notice taskings are levied on the JUAS CoE, the Government might require additional support from time to time for the services described above (i.e., ?surge? requirements). Though these surge requirements are envisioned to be quite infrequent, do you have the capability to provide additional ?surge? support on a periodic basis? If so, how much lead time do you estimate needing to provide "surge" support (e.g., if the Government identified additional support requirements for a particular labor category, how many days would you envision it taking to provide additional support)? Additionally, can you provide ?surge? capabilities for some labor categories that are not mentioned, but are very similar in nature (particularly the technical/engineering categories)? Do you currently have personnel and facilities cleared at the TS/SCI-level? Would you need a ?phase-in? period on the contract in order to fill positions for this contract, or are you capable of having all personnel in place when period of performance begins in October 2006 (estimated)? If you have any questions regarding this effort please include them in your Capabilities Statement (this will not count against your page limit). * Submission of any information in response to this RFI is completely voluntary, and shall not constitute a fee to the government.
