Description
The US Army Communications-Electronics Life Cycle Management Command (C-E LCMC) Acquisition Center-Washington, on behalf of the US Army Research, Development and Engineering Command, Communications and Electronics Research, Development and Engineerin g Center (REDCOM CERDEC), Night Vision and Electronic Sensors Directorate (NVESD), Countermine Division, Humanitarian Demining Team, plans to negotiate a sole source contract with CyTerra Corporation of Waltham, MA to purchase six (6) off-the-shelf AN/PSS -14 units. The subject units are to be used in support of Humanitarian Demining Field Evaluation and Training in Afghanistan in FY06. The AN/PSS-14 is a mature, production-ready type classified handheld mine detection system currently used by the US Army i n support of their combat operations. It has been determined that CyTerra Corporation is the 'Only Responsible Source and no other Supplies or Services will satisfy Agency Requirements'. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the above requirements may s ubmit a quote that shall be considered by the agency. Responses should be no longer than ten (10) pages. The resultant contract will be firm fixed price. Responses are to be received via email within 15 calendar days of the date of this notice. All requests for further information must be in writing and via e-mail, telephone requests for additional information will not be honored.
