Description
FISC Norfolk?s Contracting Department, Philadelphia Office intends to solicit for contractor support of the Technical Assistance for Repairables Processing (TARP) System in support of the Naval Inventory Control Point (NAVICP) located in Philadelphia, PA. It is anticipated that the Navy will solicit for a Cost-Plus-Fixed-Fee contract for a 12-month base period beginning from date of award and three 12-month options. The estimated level of effort for the base year of this effort is 66,500 labor hours or 266,000 labor hours for the base year and all option periods. Part of the effort will require contractor personnel to be stationed in Iraq and Afghanistan to support war operations. Interested vendors will be required to submit cost and technical proposals and the evaluation for contract award resulting from the forthcoming solicitation will consider technical proposals more important than cost. The applicable NAICS Code for this requirement is 541611 with a size standard of $6.5 million. The solicitation shall be issued on a full and open competition basis and any business concern is allowed to submit an offer. In accordance with Federal Business Opportunities (FedBizOpps) Numbered Note 26, the Navy is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described services. It is anticipated that the solicitation for this requirement shall be posted on or after 28 February 2006 at the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil <http://www.neco.navy.mil>).
