- Request for Information ? RIF BLS- 06-08 The Bureau of Labor Statistics (BLS) is seeking information from industry for a person to manage a mail management project. This project consists of converting the Bureau mail from penalty mail payment system to commercial mail payment system. The estimated time allotted to complete this project is 800 hours. This notice is a Request for Information (RFI) from interested vendors who are able to provide services of an individual who can meet requirements provided below. BLS does not intend to award a contract on the basis of this RFI or to otherwise pay for information received in response to this request. This RFI is being issued for information and planning purposes only and does not constitute a solicitation. The information contained in this RFI is based on the best and most current information available to date, is subject to change, and is not binding on the Government. Requirement for Mail Management Analyst The analyst must possess the following: 1. Must have at least 10 years of mail management experience. 2. Must have at least 10 years of program and management analysis experience. 3. Must have at least 5 years of project management experience. 4. Must have acquired on the job experience of how Federal Government mail is processed by the United States Postal Service, contractor printers, and mail houses. 5. Must possess an in-depth knowledgeable and understanding of the United States Postal Service rules and regulations pertaining to Penalty Mail, Official Mail Accounting System, Commercial Mail, and the Centralized Account Payment System. 6. Must be familiar with the General Services Administration mail management rules and regulations. 7. Must possess strong writing and oral communication skills. 8. Must be capable of chairing meetings and leading others. 9. Must have experience in preparing analysis reports and briefing packages. 10. Must have a college degree or experience in excess of 10 years in managing others and in mail and project management. Respondents are requested to address how their capabilities meet the requirements identified in this RFI. All submissions must be complete and reflective of acquired experiences. Limit responses to 5 - 7pages. The page limit does not include the cover letter. There is NO SOLICITATION AT THIS TIME. If the contractor responding to this RFI has a GSA schedule and can provide this service via the GSA schedule the contractor is requested to state so and provide their GSA schedule number.
