- This notice is for an Indefinite-Delivery, Definite Quantity Architect/Engineer (A/E) single award contract for professional engineering services for sixteen BIA irrigation projects in several western states, specifically Montana, Arizona, Wyoming, Washington, Idaho, Utah, Colorado and Nevada. Registration, or the ability to obtain registration, is required in all states. This procurement is 100% set-aside for competition between small business enterprises. The North American Industrial Classification System (NAICS) code applicable to this requirement is 541330, Engineering Services. The Bureau of Indian Affairs (BIA) intends to award a single Indefinite Delivery/Definite Quantity contract to the responsive proposal which provides best value to the government. Respondents shall submit qualifications on SF330 along with a narrative summary outlining their technical approach in response to the statement of work. Awards will be made using Federal Acquisition Regulation (FAR) Subpart 36.6 Architect-Engineer Services, FAR 16.5 and FAR Part 15. The contract will be awarded for a base period of one year with four potential one-year option periods. The minimum guarantee of $2,500.00 applies to the five-year term of the contract. The aggregate value of task orders issued under the contract shall not exceed $5,000,000.00. The successful respondent shall provide engineering services for the development and reporting of a complete engineering evaluation and condition assessment of BIA irrigation project assets, such as diversion dams, irrigation canals, irrigation water control structures, and all irrigation appurtenances of the sixteen projects. Specific scope of work and services shall be issued with each task order. Interested and qualified small businesses may request a copy of the statement of work on their letterhead addressed to the attention of the Contracting Officer. This request may be delivered by mail, delivery service, fax or hand-delivered to the contracting office indicated above. The CD-ROM containing the statement of work will be shipped via FEDEX therefore you must indicate a physical delivery address, not a post office box. Requests for additional information shall also be in written form to the attention of the Contracting Officer. Responses are due no later than 12 noon EST, Thursday, March 9, 2006.
