Description

The Naval Air Systems Command (NAVAIRSYCOM) intends to procure Flightworthy Armored Energy-Absorbing Crew Seats (AEACS) in support of Lot III, Lot IV, and Lot V UH-1Y and AH-1Z aircraft from Simula Aerospace & Defense Group, Inc. Specifically, For Lot III, NAVAIRSYCOM is planning to procure 14 Flightworthy Crew Seats and 2 Non-Flightworthy Crew Seats for a Full Flight simulator in support of the UH-1Y aircraft. Lot IV will consist of options for 18 additional Flightworthy Crew Seats for the UH-1Y and 4 Non-Flightworhty Crew Seats for the AH-1Z. Lot V will have options for 26 Flightworthy Crew Seats for the UH-1Y and 8 for the AH-1Z with 2 each UH-1Y and AH-1Z Non-Flightworthy Crew Seats for Full Flight Simulators. The crew seats will be purchased from Simula under a firm fixed price contract. Simula produced and qualified the crew seats for the UH-1Y and AH-1Z under an EMD R&D contract, and is therefore the only qualified manufacturer with the technical data and experience necessary that will satisfy Marine Corps equipment and delivery requirements. This requirement will be procured in accordance the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), only one responsible source.
