Description
The Office of Naval Research (ONR) intends to negotiate with Science Applications International Corporation, 10260 Campus Point Drive, San Diego CA 92121, on a sole source basis. The proposed Indefinite Delivery Indefinite Quantity (IDIQ) contract is to provide a twenty-four month effort for continued support at the Navy's Maritime Synthetic Range (MSR) located in the Navy's Pacific Missile Range Facility (PMRF). The objective of this MSR project is to provide the ability to support Naval training exercises in the region that use live, virtual and constructive technologies for affordable training and mission rehearsal in Anti-Submarine Warfare (ASW), Mine Warfare (MIW), and Surface Warfare (SUW) beyond PMRF to the Mid-Pacific Area of Responsibility (AOR). General capabilities to be developed include the following: 1) Real-time participation in operational training by units pier-side, underway or deployed; 2) creation of synthetic Blue Forces and Opposition Forces to support training; 3) Scenario generation based on geographic terrain and bathymetry databases to enable realistic training and mission planning; 4) Creation of common synthetic battlespace and generation of advanced threat environments; and 5) Extension of coordinated Anti-Submarine Warfare / Under-Sea Warfare/Surface Warfare/Mine Warfare training provided by PMRF and other training facilities in the Mid-Pacific region. The initial effort will involve a study and analysis to specifically outline the tasking needed to expand these five MSR capabilities into the entire Mid-Pacific AOR. In performing these functions, the contractor shall maintain previously developed MSR technologies, as well as continue to develop technology solutions for MSR that support experimentation within the operational environment at PMRF and the Mid-Pacific AOR. SAIC has been providing support to the PMRF facility since Government fiscal year 2000, resulting in unique capabilities that cannot be recovered through competition without substantial duplication of costs. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
