Description
A critical component of the Department of Homeland Security?s Domestic Nuclear Detection Office (DNDO) nuclear countermeasures architecture is a passive gamma and neutron radiation detection portal (termed the Advanced Spectroscopic Portal) suitable for examining cargo containers, trucks, personally owned vehicles, mail and bundled cargo. The Advanced Spectroscopic Portal (ASP) system will use the full gamma radiation spectrum and total neutron count rate from the inspected material to make a detection and identification decision. The gamma radiation detectors in the ASP system utilize thallium enhanced sodium iodide (NaI) crystals to absorb the gamma radiation, and with the assistance of the electronics, the device records the energy of the gamma radiation. Since each isotope in nature gives off a unique energy pattern, the collected data is used to evaluate whether the radiating material is a threat to the public or benign. To obtain contractors to produce and supply these gamma radiation detectors, DNDO plans to conduct a full and open competition, with the selected firms being awarded production contracts. Attached to this announcement are draft documents representing the current planned solicitation and specifications to meet the program requirements for these detectors. It is requested that interested potential sources review the attached documents and provide questions/comments. The Government may publish responses to applicable questions/comments on these documents with the final solicitation. Note that this is not a formal request for proposal. There are currently no funds available for this project and the Government will not make award or develop a source list based on responses to this Request for Information (RFI). DHS will not reimburse any preparation costs associated with responses to this RFI. Sources are encouraged to review the draft documents and provide comments and recommendations for addition, change, or deletion. It is the Respondent?s responsibility to periodically review either of these websites for notices, amendments, updates, questions and answers and changes to the posted information.
